Procurement Officer

We are looking for a highly qualified candidate that has the skills to engage in our organization as a Procurement Officer. Who are weThe Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon. More than 200.000 Syrian refugees have received assistance from the Danish Refugee Council since the beginning of the crisis.For further information about DRC, please refer to our website: www.drc.dk Duties• Prepare tender documents (in English and Arabic) for all materials, equipment, and services ordered for the projects in a cost-effective and transparent manner in line with DRC and donor specific policies, in conjunction with the Procurement Manager• Ensure that all orders are tracked from point of planning and request through to final receipt and Send the procurement tracker/table to the Procurement Manager on a weekly basis • Participate in evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of openings and contract award are within DRC guidelines and in the joint verification of procured goods and to ascertain the items conformity to Technical Specifications and Quantities• Provide data to monitor and evaluate the overall procurement performance in support of the programs • Maintain a database on the suppliers selected by DRC, including pre-qualification of suppliers using the Supplier Registration Form About youTo be successful in this role you must have:• Minimum two years of experience with standard/basic procurement procedures and documentation. • Experience in supply chain management including procurement, transport and distribution, warehouse and stock management• Excellent interpersonal and team skills• Excellent IT skills• Fluency in written and spoken English and Arabic• Commitment to and understanding of DRC’s aims, values and principlesDesirable • Degree/certificate in Supply Chain Management or related field. • Experience with construction and site project management• Experience with contract management and legal frameworks • Relevant qualifications or training courses. We offerAn interesting job in one of the world’s best NGOs. DRC will offer the successful applicant a 6 months contract, renewable dependent on both funding and performance. You must be available to start work from December 2015 and be willing and able to work in Beirut.Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff.
