Information Field Officer

These attitudes and believes shall guide our actions and relationships.  The Information Field Officer will be primarily responsible for assisting with protection and information activities in Beirut and Mount Lebanon; providing information to beneficiaries on how to access services and on legal issues (including legal status, civil documentation and housing); implement assessments (such as focus groups, interviews and questionnaires); assisting in preparing basic information documents; using a database and case management tools and conducting outreach sessions; and participating in other relevant activities.  NRC also aims to strengthen the understanding of any protection and legal issues faced by those displaced and, in coordination with other actors, identify ways to address these issues. The Information Field Officer will be responsible for organising ICLA work and managing a team in BML. 1.      Role and responsibilities The following is a brief description of the role. Generic responsibilities Ensure adherence to NRC policies and donor requirements. Involve and inform communities and community leaders about the activities Break down the annual operational plans into weekly, monthly and quarterly implementation plans. Coordinate with relevant partners. Supervise, train and develop the team’s capacities. Prepare periodic progress reports and other documents as required Specific responsibilities Organise daily work of ICLA outreach and related work in BML. Organise work of Information Field Assistants. Prepare the relevant mapping (including written format) of relevant services being provided by other actors in Beirut and Mount Lebanon. Conduct regular assessments (including focus groups, interviews, questionnaires) in identified area, with a focus on understanding the situation for refugee and host communities. Conduct individual and group information sessions as outreach ICLA services with identified communities throughout Beirut and Mount Lebanon. Prepare weekly and monthly schedule for outreach work and keep regularly updated and inform all relevant NRC staff. Prepare information documents for target communities. Work cooperatively with the beneficiaries and other relevant stakeholders to strengthen the project. Constantly monitor and follow-up on the quality of services provided during the outreach activities. Have a clear idea about activities other institutions working in the same area are carrying out with displaced Syrians and, as agreed with Supervisor, attend coordination and protection meetings. Assist in contributing to the development of referral mechanisms in collaboration with other NGOs, ICLA team and NRC Managers. Attend and participate in relevant meetings, in coordination with relevant NRC staff. Assist in designing the needed forms, questionnaires and other templates. Maintain archiving system up to date (both in hardcopies and electronically) and pay special attention to the filing of legal cases. Work closely with ICLA lawyer and do the required follow up and identification of cases requiring counseling and/or legal representation. Report weekly & monthly (or more often, if required) on activities and results to the relevant NRC staff. Carry out administrative tasks as agreed upon. Perform any other task as assigned by NRC management. Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: ICLA National Team ICLA Field Teams 2.      Competencies Generic professional competencies for this position: University education in Law; Legal Services or Social Sciences preferred Experience from working as an Project Officer in a humanitarian/recovery context Previous experience from working in complex and volatile contexts Documented results related to the position’s responsibilities Fluency in English, both written and verbal Context related skills, knowledge and experience: Minimum of 2-3 years of relevant work experience in a busy organization. 3.
