Education Officer - Qobayyat

ROLE PURPOSE: Will be responsible for the implementation of the Education in Emergencies programme under the supervision of the Education Coordinator and with support from the Education Programme Manager as required. The Education Officer will work to ensure the programme implementation is timely and of a high technical quality, that monitoring processes are in place, that timely reporting occurs, and that the programme is continually assessed and solutions quickly put in place should there be a change of context.   SCOPE OF ROLE: Reports to; Education Coordinator Reporting to: 4 Education Assistants   KEY AREAS OF ACCOUNTABILITY: Programme Implementation Support Ensure timely and quality implementation of the Education in Emergency components, particularly formal education programmes (first and second shift public schools and TvET schools etc.) providing technical assistance and inputs as needed. With the Education in Emergencies team, ensure the establishment and implementation of operational work plans, setting clear targets and activity plans per school/programme sites. Communicate the targets, programme objectives and activity plans clearly to the education team, parents and children as well as to UNHCR, ensuring they are well understood by all. Liaise on a daily basis with communities (relevant authorities, parents’ community groups etc.), schools (directors, teachers etc. based on the need Ex. Distribution of school in a box) and Save the Children Education Coordinator and Education Assistants to guarantee the smooth operation of the programme. Conduct community outreach and awareness sessions with families and other stakeholders in the programme location and set up community mechanisms to ensure their support of the formal education programme (first and second shift). Ensure light monitoring, data collection through available means and reporting and updating of activities are done in time respecting deadlines. Willing to be trained and to be part of the TOT as per the need of the programme and to facilitate training sessions for field level stakeholders including parents, communities and teachers as per the need. Facilitate, collect and report information regarding the overall situation of the Syrian refugee children and their families in the community, with specific attention paid to the programme targeted children and programme objectives. When required, work directly in the field with children, families and other stakeholders of the assigned programme location, providing information and advising beneficiaries on existing education activities and other social services, referring them to partners when required. Ensure effective and efficient communication with SCI colleagues from different sections within the team supporting smooth running of the programmes Contribute with ideas and suggestions based on the day  to day interaction with communities and other stakeholders for scaling up and/or programme development/expansion keeping an overview of the Education Strategy for Lebanon Ensure a strict adherence to the principles of Child Protection at all times, including respect for confidentiality and a child centred approach and to act in the best interests of the child.   Monitoring and Evaluation Lead the monitoring and evaluation process of the Education in Emergencies activities. Produce timely reports for internal use on the activities in each site/school, highlighting challenges, best practices and lessons learnt. Ensure that data is accurately collected by the education team on a weekly and monthly basis. Regularly visit to programme sites to ensure that parents and the community at large are appropriately supported and qualitative and quantitative programme objectives are achieved.   Human Resources/ Team Management / Capacity building: Support recruitment process at Assistants and ROVs including shortlisting of candidates, interviews, drafting/revision of interview questions. Build the capacities of local communities and partners, including their project monitoring skills. Contribute to the monthly team capacity building plans and relevant trainings in collaboration with Education Coordinator and Education Programme Manager while participating in coaching and mentoring assistants and ROVs   Adherence to Save the Children policies and procedures Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. In agreement with your line manager, perform other duties within reason (in line with your skills and experience). Working effectively with others Works collaboratively to achieve shared goals and thrives on diversity of people and perspectives; knows when to lead and when to follow and how to ensure effective cross-boundary working.   QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES At least three years’ experience in education, preferably in an (I)NGO environment or educational setting. Prior teaching experience is an asset. Bachelor’s degree in Education, Development/Humanitarian Studies, Social Science or Information Management.  Excellent computer skills; knowledge of excel and other data entry programmes. Demonstrated ability to analyse a wide range of qualitative and quantitative data and to develop data bases and data collection tools. An understanding of formal and non-formal education, national development issues, in particular in relation to children and education, of government institutions and the Lebanese public school system. Ability to analyse information, evaluate options and to plan strategically. Proven track record in managing teams and timely and quality delivery of (education) programmes. Strength in interpersonal, communication and presentation skills. Fluency in written and spoken Arabic and English. French language skills are an asset. Ability and willingness to change work practices and hours, and work in an insecure volatile context. Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches. Familiarity with Akkar area is an asset. Note that this post is based in Qobayat (Akkar), with frequent field visits to education sites all over Akkar District.
