Project Manager

Child Protection Policy -     Commit to respect the Tdh Child Protection Policy and principles of child protection. -     Commit to ensure the best implementation possible of the Child Protection Policy in Lebanon. -     Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Child Protection Policy.   Main duties and responsibilities: General: -       Responsible for the operational management of the Tdh response for the Syrian displaced people project and of the Palestinian child protection project under the direct supervision of the Deputy Delegate. -       Ensures that Tdh’s project actions or activities are non-biased, neutral and inclusive of all actors present in the Palestinian refugee context, with particular attention to the existing political and services structures of PLO and Al-Tahaluf. -     Coordinates with and utilises the Tdh Child Protection coordinator where needed. -       Operates in the office and in the field supervising and supporting all project staff in order to ensure an appropriate protection response to the needs of the most vulnerable children identified and targeted through the project objectives. -       Ensures, promotes and facilitates the principles of child protection and child participation are integrated into all project activities and communication with project staff, children and communities targeted by the project. -       Responsible for all aspects of the daily management of the projects, including logistics, administration, security, community and child/youth liaison. -       Collects, coordinates and reports information coming from projects staff regarding the overall situation, actions and the needs of children in the community, with specific attention paid to the projects’ objectives. -       Informs the Deputy Delegate about successes and/or difficulties met in Tdh activity implementation, reputation and/or projects objectives. -       Ensures a strict adherence to Tdh Child Protection Policy at all times, including respect for confidentiality and child centred approach, acts in the best interests of the child. -       Provides professional representation of Tdh in the absence of the Deputy Delegate and Country Delegate with donors, auditors, HQ representatives, children, community leaders and members.   Specific duties and responsibilities:   Project management: -       Responsible for the implementation of the projects, their monitoring and reporting. -       Plans, organises and supervises the implementation of the projects to achieve the objectives. -       Responsible to promote and ensure a trusted and professional relationship between Tdh staff and relevant authorities, humanitarian actors and community leaders within each community and Lebanon in general. -       Responsible to promote and ensure a trusted and professional relationship between Tdh staff and targeted communities. -       Assumes overall management responsibility for the case management function for targeted children. -       Ensures and monitors the adherence to case management processes of identification, risk management, case mapping and exit planning of projects targeted children. -       Conducts regular field audits of decision making, case files, case closure and communication practices with targeted beneficiaries. -       Convenes, chairs and ensures regular case management meetings. -       Ensures a prompt and timely response to children determined and identified at ‘high risk’ through projects activities. -       Assumes management responsibility for the construction, up-dating and maintenance of the case management and projects data bases. -       Ensures that the distribution of relief items is done according to proper list establishment and monitoring, and that the outcomes of the distributions are monitored. -       Ensures that recreational activities are properly delivered, according to plan and projects proposal and that they are monitored. -       Ensures that the joint events and partnerships with local NGOs are fully planned, prepared, documented, organised and monitored.   Staff management -       Responsible for the supervision and managerial leadership to Tdh projects staff to ensure that projects objectives are met.  -       Coordinates weekly meetings with all projects staff or as necessary to ensure the smooth delivery of the projects. -       Identifies, facilitates, coordinates and when necessary delivers targeted training to meet projects objectives in coordination with the Training and Development Manager. -       Responsible to provide guidance, discipline, dismissal, support and/or positive feedback to all staff under his/her control. -       Conducts, coordinates and prepares performance reviews of all staff during the life of the projects. -       Ensure the adherence to Tdh policies and procedures on annual leave applications, sick leave, overtime, timesheets and time taken in lieu. -       Ensure staffs take annual leave within the 12 month period which is planned not to reduce the coverage of staff in the field. -       Ensure the application and adherence to Tdh staff regulations.   Tdh Child Protection, Training and Development Resources: -       Responsible to carry out regular meetings with the Tdh CPC/T&D Manager, identifying clear individual responsibilities to meet the child protection standards and training needs of the projects -       Responsible to facilitate the connection and use of the Tdh T&D department into projects activities, staff capacity building and partner needs.   External Resources Liaison and Mobilisation: -       Responsible for the external coordination at field level -       Responsible for the establishment and liaison of external projects resources to meet the needs of the projects -       Responsible to establish and draft MoU’s where appropriate to meet the needs of the projects -       Responsible to negotiate and develop capacity building programs for the external resources in coordination with the Tdh T&D Department Manager   Non-Violent Communication: -       Adheres to and provides managerial leadership on the principles of the NVC process while in communication with all projects actors, including colleagues. -       Ensure that conflict is addressed with the principles and process of NVC with all projects actors and colleagues.   Logistics: -       Ensures the adherence to Tdh logistics policies and procedures -       Liaises with the logistics department on a timely manner and on behalf of his / her team to ensure proper support from the logistics as needed.   Administration: -       Ensures spending is in line with established budgets and regularly liaises with the Tdh Administrator to maintain budget visibility. -       Ensures the adherence to Tdh policies and procedures of purchasing, accountability and cash handling. -       Ensures regular liaison and coordination with administration functions within the Tdh organisation chart -       Prepares quarterly budget expenditure forecasts in harmony with the Tdh Administrator.   Security: -       Ensures the timely and punctual reporting of security incidents and/or information to the Country Delegate when required. -       Promotes a security aware culture in the workplace. -       Liaises with reliable and safe sources of security information when necessary, including humanitarian actors, community members, security forces and informed individuals.   Reporting: -          Ensures the use of data collection systems and punctual reporting by all staff to enable measurable results to prove the achievement of projects objectives. -          Responsible to liaise and coordinate with projects partners to prepare a monthly projects report for Tdh -          Assists the Deputy Delegate to complete the monthly report deliverable to HQ early in the following month.  -          Responsible to support the Deputy Delegate to prepare donor reports
