Lebanon Water Project - Water Resources Management Team Lead

Lebanon Water Project (LWP)   Scope of Work   Water Resources Management Team Lead, Long Term Position   Background:   The USAID-funded Lebanon Water Project (LWP) is a five year project that works to increase reliable and sustainable access to potable water for Lebanese citizens; improve water management practices and enhance the efficiency and sustainability of public water utilities, while raising awareness on sustainable water use practices and promote better water governance to help assure long-term protection of Lebanon’s water resources.   General Objective:   The Water Resources Management Lead is responsible for leading the project’s irrigation management services work. In particular, s/he will work towards improving water use efficiency in agriculture, including increasing the efficiency of irrigation systems and improving agricultural water conservation in selected areas of intervention. S/he will lead the strategic planning of the irrigation component and work closely with the Infrastructure Team Lead and to ensure close coordination with USAID and program partners.   Responsibilities:   Identify opportunities to engage with farmers, water utilities, and agricultural associations on issues related to irrigation, water use in agriculture, and water conservation Ensure that farmers and agricultural associations in various regions and agricultural sectors are included in discussions around water use in irrigation and water conservation Provide senior oversight of activities – ensuring appropriate design, procedurally-correct development, sound implementation, and active monitoring and evaluation Work with the strategic communications team to develop appropriate public outreach campaigns focusing on communicating with farmers about water use and conservation in agriculture Coordinate with the private sector engagement team to support the piloting of new technologies to increase the efficiency of water use in agriculture Supervise other staff members on the Water Resources Management team   Qualifications: 5 to 7 years of experience working in the areas of service delivery, water resource management, agriculture, and water conservation. Experience in working with the Litani River Authority and/or regional water establishments in Lebanon on irrigation management services. Demonstrated project management experience, including in an international development context. Preferable advanced degree in water resources management, agricultural engineering, infrastructure engineering, or similar field. Strong strategic planning and management skills, as well as strong teamwork and effective cross-cultural interpersonal skills. Demonstrated communications and presentation skills.
