PROGRAM/DEPARTMENT SUMMARY:   Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. The agency pursues its mission through emergency relief services, sustainable community development, civil society and economic development initiatives. Mercy Corps has been present in the Middle East since the 1980s and currently has offices in Yemen, Lebanon, Palestine, Jordan, Syria, Iraq, Egypt and Libya.   [Describe overview of job missioGENERAL POSITION SUMMARY: The Operations Officer will be a key member of the Mercy Corps regional team, based in Beirut.  He or she will provide operational support, including human resource management and administrative tasks.  In addition, the Operations Officer will provide technical support to local NGOs who are partnering with Mercy Corps.  This capacity building role includes providing ongoing mentoring and training on issues such as: procurement, warehousing, administration and human resource management.   ESSENTIAL JOB FUNCTIONS: Working with local partners to develop operational systems as per individual partner capacity development plans, to include: procurement, logistics, warehousing, human resources, administration (full scope depends on selected candidates skill set) Responsible for all human resource related functions for consultants. To include communications with Headquarters when necessary, ensuring proper filing of HR related paperwork, coordination with finance, etc. Oversee the smooth flowing of routine, administrative work of the Mercy Corps office and regional team Primary focal point for gathering all regional operational and administrative requests and needs. This includes creating purchase requests and following up with the procurement department to ensure timely delivery of goods. Overall responsible for office set-up and ensuring all team members have necessary workspaces, computers, phones and other needs in place. Responsible for maintenance and update of shared drive, to include organization, adding/deleting drives, ensuring information is accessible, adding new users. Responsible for all administrative functions on the team: calendar update, event & training coordination, timesheet collection, ensuring vehicle booking, leasing arrangements, business cards, office access etc. Conducting travel (flight bookings and travel arrangements) as necessary Coordination with Security/HR on regional staff evac/dependency lists/ visas, etc. Liaison with external organizations and partners as needed. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. Other duties as assigned.   Do This SUPERVISORY RESPONSIBILITY: None   ACCOUNTABILITY REPORTS DIRECTLY TO: Program-Operations Director WORKS DIRECTLY WITH: Operations Staff, Finance Staff, Program Staff   KNOWLEDGE AND EXPERIENCE: Preferably a degree holder in a relevant field. 3-4 years experience in administrative functions. Strong organizational and communication skills, ability to multi-task, ability to use MS office.   SUCCESS FACTORS: Conscientious with an excellent sense of judgment Ability to work simultaneously on multiple tasks Willingness and ability to work effectively with a wide variety of people Ability to work as part of a team and coordinate with various personnel Good written and spoken English and Arabic Computer literate and strong organizational skills Interest in training and development
