The roster will facilitate the recruitment, hiring and evaluation of individual consultants from several thematic areas. Save the Children will continue to announce calls for applications to Experts as needed. In this context, Save the Children is currently inviting experienced experts to apply to be considered for registration in the roster in the following areas of work:  Child Poverty - Food Security & Livelihood                      Shelter       2.   Child rights governance       3.   Child protection       4.   Education       5.   Health - Water Hygiene and Sanitation Aim of the Call: The roster aims to help Save the Children identify and mobilize a diverse range of experienced professionals and build a roster of experts in various areas of expertise at the core of Save the Children’s mandate and work. Selected applicants will be incorporated into a pool of highly-qualified experts for short to medium term assignments, ranging from a period of days to several months.   Duties and Responsibility: Experts will provide a range of technical advisory services to Save the Children. Specific reporting and working relationships will be specified at the time of contracting for a specific assignment. When demand arises in a particular thematic area, pre-selected consultants will be called upon to provide demand-driven services. The range of tasks for the consultant may include applied research, diagnostic missions, provision of strategic and operational advice, training and capacity development activities, strategic development of policy papers, on-site support to programmes, drafting of policy papers, among others.   Required Skills: Interested candidates are advised to carefully study all the sections of this ToR and ensure that they meet the general requirements. The expert should identify the thematic area that best fits his/her range of experience and expertise. Only applicants who pass all screening procedures will be included in the roster.   General Qualifications and Experience: Education:  Advanced university degree (Master, Phd) relevant to the thematic area; Experience: At least five years of proven working experience relevant to the selected thematic area for experts; At least ten years of proven working experience relevant to the selected thematic area for senior experts; Extensive technical knowledge relevant to the thematic area; Excellent oral and written skills; Competencies: Ability to research, analyze and present complex information; Ability to establish and maintain strong and effective working relationships; Strong interpersonal, teamwork and communication skills; Strong analytical and presentation skills. Languages:  As a minimum, candidates need a working knowledge of Arabic and English to be able to complete the application process. Additional language skills are highly desirable.   Application procedures: Experts are invited to submit an Expression of Interest to be included in a pool of experts available for the assignment areas over the timeframe of January 2016 to December 2016. Successful candidates will be included in the relevant thematic area of Save the Children Experts Roster. This will depend on forthcoming needs. When a request for services arises, Save the Children will contact the most appropriate expert from the roster. Interested and qualified consultants should identify the area that best fits his/her range of experience and expertise. Expression of interest shall include a cover letter (stating the area of expertise being applied for) and resume, as well as 3 referees and their contact details. Examples of previous work can be submitted to support applications. Only application from individuals will be accepted (not from firms). Evaluation of Applicants:   Applicants will be screened against qualifications and the competencies specified for each thematic area/subcategory. A technical evaluation of all applications will be conducted, based on a balanced assessment of candidates’ qualifications and competencies as specified above, and including:   Knowledge and analysis of the subject matter; Relevance of previous experience and technical expertise; Education background; Language skills. In addition: Short-listed candidates may be requested to participate in a brief interview.  Contractual Arrangements: Successful candidates will be included in Save the Children’s Roster of Experts for a period of one year. Inclusion in the expert roster does not guarantee a contract with Save the Children.  When a request for services arises, Save the Children will:  Send the procurement notice and ToRs for the assignment to the selected experts with a request to confirm availability and submit a financial proposal for the assignment (within maximum 3-5 business days); Select an expert for the assignment based on the ‘Best value for money’ approach; Issue an Individual Contract to the expert detailing the time frame, the frequency/modality of payment  Conditions of a particular assignment may be negotiable. Payment: Payment/s shall be made following certification by Save the Children relevant department that the services related to each deliverable, as specified in the contract, have been satisfactorily performed and the deliverables have been achieved by or before the due dates specified, if any.
