Program Analyst - Beirut

ROLE PURPOSE: The Syrian Partnership Programme (SPP) operates in a fluid and dynamic Syrian context that is susceptible to constant change. In this complex environment, the Lebanon Country Office intends to recruit a Program Analyst to assist the SPP team for the purpose of enhancing the viability and effectiveness of its operations and programmes. By accumulating data provided by SCI’s partners, identifying conflict trends and triggers, assessing risks and opportunities as well as producing comprehensive reports focusing on the prospective impact of contextual developments on SPP’s work, the program position aims to provide the SPP team with locally-sourced, evidence-based and empirically-driven analysis and research that contributes to the design and implementation of SPP’s strategic planning.     KEY AREAS OF ACCOUNTABILITY:   Duties Monitor and assess prevailing trends in the geo-political, security and socio-economic situation of the Middle East. Conduct and produce extensive analysis that evaluates the implications of these contextual developments for Save the Children’s programmes and responses. Develop a research methodology that employs an integrated approach of qualitative and quantitative tools. Liaise and coordinate with the SPP Director during the analytical process to ensure that the analysis is guided by programmatic demands and therefore value-added and impactful.    Prepare short briefing notes and customised presentations to inform and advise Save the Children decision-makers in navigating around the complex environments within which they work.   Work closely with and provide analytical support for other departments within SPP. Contribute to new initiatives, such as expanding programmes and exploring fundraising avenues, devised to enhance Save the Children’s strategy and position. Participate in inter-organisational conferences and fora pertaining to humanitarian developments and strategies for the SPP program. Identify, maintain and consolidate a network of contacts from other INGOs, UN agencies, think-tanks as well as relevant local stakeholders. Other duties as assigned to meet the needs of the SPP Director QUALIFICATIONS AND EXPERIENCE Masters degree in international relations, political science, journalism, sociology or equivalent through experience. Substantial professional experience in government, academia, international organisations, NGOs or journalism. Excellent writing, editing and analytical skills and ability to formulate well-targeted policy recommendations. Experience in political analysis and conflict prevention. Good knowledge of international humanitarian systems, institutions and donors Written and spoken fluency in English and Arabic Excellent communication skills, including good public presentation skills Ability to work in a matrix management environment. Ability to work independently in a fast-paced and often demanding environment. Experience of working and living in Lebanon Ability and willingness to change work practices and hours in the event of major emergencies. Commitment to Save the Children values.
