Partnership Coordinator

ROLE PURPOSE: Save the Children’s partnership programme is preparing to scale up. New Syrian partner organizations will be identified and provided with the support they need to carry out relief aid to the most vulnerable. The post of Syria Program Partnership Development Coordinator is created in order to enable this expansion. KEY AREAS OF ACCOUNTABILITY: • Update the mapping of humanitarian groups > Keep up to date on the NGO situation > Identify potential partners meeting Save the Children International’s criteria > Carry out the “assessment” and vetting process needed before any new partnership can be contracted > Remain well informed on events and security issues and advice as to what can be expected from partners given the situation. • Build and maintain strong relationships with Partner NGOs > Provide support to Partners in the project cycle management, including project design (log frames, indicators, implementation plans, budgets), activity management, reporting and monitoring and evaluation through trainings and remote coaching > Assist partners with their own organizational development as professional NGOS > Assist partners in designing and implementing assessments, evaluations, case studies, learning reflections and other learning activities as appropriate > Act as a focal point for partner’s questions and queries and facilitate the flow of information between partners and other members of the SPP team • Assist the Partnership Program team > Assist program manager with partner management to monitor outputs against implementation plans, budgets and timeframes > Review partner reports and facilitate the collection of data required from partners, validate that data through triangulation of alternative means of documentation (photo, video, facebook) or other means adapted to the situation in Syria > Extract relevant information from partner reports to feed into the output tracker, situation and donor reports, respecting the confidentiality of sensitive information > Keep track of all contracts including annexes and deliverables due from partners and ensure that the terms of the partnership including procedures and policies are complied with by the Partners (including Save the Children's Code of Conduct and Child Safe-Guarding Policy) > Work with the awards coordinator to ensure compliance with donor requirements and to harmonize partner proposals with funding applications > Facilitate the provision of technical advice by the SCI technical departments or external consultants to improve the quality of partners’ work when necessary. > Work with the finance officer to ensure the timely payment of partner instalments, review of partner financial reports and the close out of partner sub-grants • Develop SCI’s capacity to respond to extreme emergency situations upon partners’ request > Contribute to set up an “emergency mechanism’ to respond quickly to a specific urgent need QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Required • Education to BSc/BA/BEng level in Social Sciences, Political Science, Public Health, Statistics or related field • Familiarity with the basics of data collection and management • Demonstrated ability to mentor and assist others both one-on-one and in a group setting • Experience designing and implementing humanitarian programming • Fluent English and Arabic, both spoken and written • Experience in report-writing • Experience of training and capacity building • Strong communication skills, particularly for networking with diverse groups of people • Politically and culturally sensitive with qualities of patience, tact and diplomacy • The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances. • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support Desirable • Previous experience working in humanitarian programmes • Experience with institutional donors (i.e. DFID, OFDA,) • Strong skills in excel and other data management software • Post-graduate degree in Social Sciences, Public Health, Statistics or related field
