It & Assets Specialist

General objective  The IT & Assets Specialist is responsible for maintaining and improving an efficient computer and software park within the entire mission in Lebanon. He is also involved in the HELP software development & support (PU-AMI procurement software) for all PU-AMI missions worldwide. He/She will meet his/her objectives by applying strongs technical skills in conjunction with proven capacity to plan efficiently support activities in a multi-cultural context.  The IT & Assets Specialist will work under the management supervision of the Logistics Coordinator and under the technical management of the IM Coordinator and the Logistics Coordinator based in Beirut. He will work tightly with the Logistic Department in HeadQuarters for the HELP project. Responsibilities and tasks   Maintaining existing software and hardware in the Lebanese Mission: To troubleshoot problems, diagnose and solve hardware or software faults To define and apply an efficient policy for deploying, maintaining, installing laptops and others hardware within all the mission To provide support, including procedural documentation To guarentee a tailored backup policy exists on the mission and is applied   Ensure the maintenance and support for HELP to all PU-AMI mission: To ensure the troubleshooting of HELP with each mission focal point To produce training materials and software documentation To resolve HELP servers issues. To provide workaround in case an issue cannot be solved by a software correction. To report HQ issues and request regarding HELP and define with them a tailored strategy to meet HQ objectives / Missions’ needs   Develop new version of HELP software: To implement new features to improve HELP according to the development plan set by HQ To fix latests bugs and issues raised by all PU-AMI missions To produce the required documentation for users and others developers To provide tools and support for deploying the new version   Implement new IT tools for the Lebanese mission To define with IM coordinator databases and software required to improve Lebanese mission projects’ activities To develop, test, document, deploy and train the above mentionned tools To track efficiency and relevency of each software used on the mission and adjust consequently the computer policy of the mission   Fleet and Assets: To consolidate the Fuel Follow up sheets received from the bases, and to provide an analysis of the vehicle consumption and expenses. To consolidate the Assets list of the mission and to provide analysis of the assets at mission level. To create new databases for the Fuel Follow up and the Assets list to ease the use of the tools and to have the same features in a more user frindly interface.   Reporting: To provide a follow up report where problems, operations and suggestions are summarized To plan regular meetings with Lebanese mission to ensure communication and to exchange about new suggestions or new focus/objectives. Mandatory requirements Language Skills: Fluent in Arabic, English and French (speaking/ reading/ writing) Education Degree: University degree in Software / Database development or a related field. Work experience: 2 years professional experience in a programming function (Mandatory). 3 years  professional experience for any IT function preferably in an NGO. Helpdesk experience in an environment > 30 users Computer skills: Excellent Programming and SQL capacities, strong network knowledge with the ability to operate Microsoft Word and Excel software. Hardware troubleshouting. Other requirements Ability to set in place training sessions in French and in English Ability to evaluate monitoring activities Excellent communication and drafting skills for reporting Valid driving license (For minimum 2 years) Assets  Other knowledge: Acquaintance with INGO' rules, procedures and regulations Interest: Work in relief Transversal skills Honest and trustworthy Reliable, rigorous and well organized Able to manage and train a team of logistics support staff (drivers, assistants) Motivated and dedicated to his/her job Able and willing to learn to extend his/her scope of work Able to manage priorities, take initiatives and work without constant supervision Motivated and dedicated to his/her job Ability to work in multi-cultural environment with multiple functionnal and hierarchical links
