Child Protection Program Manager

ROLE PURPOSE: The Child Protection Programme manager will be responsible for ensuring that child protection programming is implemented in a timely and qualitative way. The Child Protection Programme manager is expected to lead on sectorial needs assessments and in child protection programmes implementation including recruitment and management of staff, monitoring of program activities, financial and procurement follow up in coordination with the relevant departments.    KEY AREAS OF ACCOUNTABILITY: With support from the Child Protection Advisor and/or Deputy Area Manager and Area Manager , lead the implementation through capacity building of national staff and therefore increasing the responsibilities of the team on  child protection programmes as appropriate, including: Programme activities supporting the psychosocial (physical, social, emotional) wellbeing of children and their families, and skills building on positive parenting, in coordination with education sector. This will be done through Social Development Center’s (under the Ministry of Social Affairs) Programme activities for at risk adolescents and youth in cooperation with other sectors, particularly livelihoods. Lead community mobilization efforts, including the setup of child protection committees and adolescent engagement activities, in cooperation with other sectors. Set up of outreach and referral mechanisms for vulnerable families to access basic services, in cooperation with other sectors. Establish child protection case management and alternative care in emergencies activities and capacity of the team with support of an Alternative Care and Case Management Specialist. Feed into the work of the national Child Protection Working Group on the development of case management systems, tools related to Separated and Unaccompanied Children and Capacity building on Psychosocial Support. Ensure that child protection interventions are informed by and integrated with other core sectors including but not limited to shelter, education, food security and livelihoods and WASH. With support from the lead Child Protection Advisor and/or other senior programme staff, support fundraising for child protection, including contributing to the development of high quality concept notes and proposals. Capacity building of the child protection coordinator to take this role on increasingly will also be key. With support from the DAM/AM and/or other senior programme staff, with the HR team, identify technical staffing needs for emergency programmes, and support rapid recruitment, induction and training of new staff, including capacity building to ensure a national child protection program manager in the North. With support of other senior programme staff, identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan. With support from the Monitoring & Evaluation, Accountability and Learning team put in place an M & E plan for the child protection project, ensuring this links to reporting requirements, and capacity build child protection field staff in carrying out the work.  Where possible, use the M&E framework to build an evidence-base for child protection programming interventions. With support from Monitoring & Evaluation, Accountability and Learning put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design. Prepare together with the child protection coordinator and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against logframes, individual performance management work plans). With support from the Child Protection Advisor and DAM and/or other senior programme staff, prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. Capacity building of the child protection coordinator to take this role on increasingly will also be key. Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Settings, the Sphere Charter and Red Cross Code of Conduct. Capacity Building: Identify learning and training opportunities for project staff and work as a mentor and role model for child protection staff. Ensure capacity building of staff is reflected in project implementation. Representation & Advocacy & Organisational Learning: Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums including the Child Protection Working Group, advocating for the specific needs of children. This may involve supporting the coordination of working groups and sub-working groups.  This will be done together with national staff in order to enhance related skills for these staff. Support coordination with other sectors and clusters on program design and messaging to ensure appropriate response is agreed and implement throughout the response. With support from the Child Protection Advisor and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country. In collaboration with the Child Protection team, feed in learning, experiences and evidence to relevant global advocacy objectives. Contribute to communications and media work as required. General: Deliver high quality results in line with the terms of reference agreed in advance – do this in a way which maintains the reputation of the Humanitarian Department. Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. Help be responsible for the security of all staff. Ensure that the security, health and wellbeing of staff are ensured and staff management and other processes and policies and systems reflect SC UK's principles of equity and fairness. Perform such other responsibilities as agreed with your line management.   QUALIFICATIONS AND EXPERIENCE   Minimum of 3 years’ experience of working internationally in humanitarian child protection programmes. Education to BSc/BA/BEng level in Social Work, Human rights Law, International Relations, Development Studies or equivalent field experience. Experience in designing, managing, monitoring and evaluating child protection programmes in emergency, transition and development contexts. Ability to identify the main gaps in child protection in the given context to inform a holistic response for children. Knowledge of established inter-agency standards and guidelines in child protection, such as the Inter-agency Guidelines on Separated and Unaccompanied Children, the Paris Principles, MRM, SC Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Settings. Experience in capacity building and in strengthening various duty bearers understanding of and response to child protection. Experience of and commitment to working through systems of community participation and accountability. Knowledge of monitoring and evaluation within child protection. Experience of training and capacity building staff on child protection issues. Knowledge of institutional donors and experience of developing proposals. Ability to write clear and well-argued assessment and project reports. Excellent communication skills. Strong influencing skills. Politically and culturally sensitive with qualities of patience, tact and diplomacy. A high level of written and spoken English. The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances. Commitment to and understanding of child rights, the aims and principles of Save the Children’s and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the Save the Children’s mandate and child focus and an ability to ensure this continues to underpin our support.   Desirable: Language skills in French, and/or Arabic. Experience or knowledge of working and living in relevant regions/contexts. Knowledge of interagency coordination.
