Project Description
In partnership with Vivre Positif and with the support of the Middle East Partnership Initiative (MEPI), Soins Infirmier et Developpement Communautaire (SIDC) started implementing its project “Speak Up: Human Rights Monitoring System for HIV law reform in Lebanon”.This project, which will be launched by the end of 2015, aims at addressing the challenges faced by individuals living with and affected by HIV/AIDS through building a coalition of civil society organizations composed from LANA (Lebanese AIDS Network Association) members and other organizations to mobilize the general public and advocate for:• A more enabling environment for PLHIV• Their health, legal and social needs• The passage of the HIV/AIDS law
Job Description
ROLE AND RESPONSIBILITIESThe consultant will assist SIDC and VP in the lobbying process: will advice on how best to approach policy makers and whom to target, which organizations to include in the referral system, and whom to target as stakeholders. The legal consultant will review the draft law and check its feasibility. Moreover, if the documented cases of human rights violations needed legal advise, the legal consultant shall provide it.
QUALIFICATIONS AND EDUCATION REQUIREMENTS
• Bachelor’s degree in law• Master’s degree in international law preference of sub-specialty: human rights or any other relevant field• A minimum of 5 years’ experience in lobbying for policy change within the human rights context• Has a previous work experience with NGOs & INGOs• Able to work as part of a team• Able to produce succinct and analytical legal report• Able to take comprehensive minutes of meetings • Fluent in both spoken and written English and Arabic
TERMS OF REFERENCES
• The legal consultant will attend preparatory meetings with SIDC and VP • The legal consultant will attend meetings with coalition members to set the building blocks of the lobbying plan• The legal consultant will prepare and submit a lobbying plan to the implementing organizations and coalition members• The legal consultant will attend when necessary further coalition meetings to support the advocacy and lobbying processes• The legal consultant will give individual legal advice for beneficiaries when necessary• The legal consultant will assist in the write-up of the final report: the part related to the existing laws and lobbying process
