Under the overall direction and supervision of the IOM Chief of Mission in Lebanon, in coordination with the COA Global Program Manager in Nairobi, Kenya, the COA Coordinator and Trainer will be responsible for:
In particular, he/she will:
Coordinate overall management, administrative and pedagogical activities of the COA project in Lebanon.
Maintain coordination with Global Program Manager.
Maintain frequent cooperation and dialogue with all departments in IOM Lebanon.
Research and keep abreast of information on refugee resettlement and immigration to Canada and provide refugee migrants with accurate information about their resettlement.
Maintain ongoing dialogue with COA on-call facilitators in order to maintain a well-researched and coordinated approach to program delivery in Lebanon; oversee the delivery of refugee sessions to adults and youth; regularly monitor refugee and immigrant trainers conducting sessions.
Maintain coordination with IOM Finance team, assist RMO with the preparation of annual COA budgets, manage the COA budget and keep abreast of appropriate COA code charging (WBS-FM.0419.LB10) with the COA Manila accounting team.
Coordinate the COA Lebanon petty cash fund, including its regular liquidation and replenishment.
Liaise with the Canadian Embassy in Lebanon, whenever necessary; be open to receiving and briefing Canadians, and other dignitaries, CIC immigration managers and officers, in-training interns, CIC immigration officers, other pre-departure orientation projects and embassies, etc.; attend Canadian Embassy-related functions and workshops to discuss Canadian immigration and issues pertaining to refugee training.
Conduct professional development staff meetings on teaching methodology and on the delivery of adult/youth curriculum with COA staff in Lebanon.
In coordination with IOM OPS, coordinate the best times to schedule sessions and develop materials that will enhance the refugees’ travel preparation (before a COA session takes place).
In coordination with COA Program Support Assistant, request the timely advanced refugee transportation reimbursement so that it is ready before the end of any COA session.
In coordination with the IOM Procurement Unit, ensure that all purchase and reimbursement matters are timely accomplished.
Ensure that child-minders are properly trained, have the necessary equipment and attitude to appropriately maintain a positive a learning environment.
In coordination with COA administrative assistant, request the purchase of necessary supplies and coordinate with administrative/procurement/finance in IOM Beirut.
Maintain a COA resource library and inventories of all instructional supplies.
Ensure security, order and confidentiality of all interactions, transactions, and statistical documents.
Increase and develop refugee migrants’ awareness and skills necessary to experience a successful adaptation process, especially during their first 12 months of stay in Canada.
Conduct COA sessions for adult and youth refugee migrants selected and approved for resettlement to Canada (in and out of Beirut and at the Syria-Lebanon border).
Ensure that COA session delivery is conducted in locations that support all of COA training needs (appropriate and safe, secure child-minding room, working equipment, Internet access, etc.)
Ensure that out-of-town refugees will stay overnight in Beirut, in hotels that are safe, located near training location, with hotel staff that will be respectful of our beneficiaries.
Help refugee migrants develop realistic expectations regarding their resettlement and help them in making informed decisions about their upcoming move.
Develop and translate training tools and activities that are specifically adapted to beneficiaries and duration of session.
Maintain the ongoing revision of the adult and youth refugee training curricula.
Maintain the ongoing revision of the COA Refugee Participant Workbook and ensure that all corrections are inserted in upcoming new printed versions.
In coordination with a COA administrative assistant, assist in the preparation of periodic (quarterly, monthly and final) statistical and ensure that COA statistical information are kept up-to-date.
Prepare informative, and correctly formatted quarterly narrative reports to be submitted to COA global management team.
In coordination with COA administrative assistant, oversee and schedule the maximum number of refugee participants and the timely delivery of COA refugee sessions in Lebanon.
In coordination with COA administrative assistant, keep track of participants who did not attend and follow up.
Be responsible to evaluate all equipment and procurement needs.
Maintain links with refugee resettlement communities and former refugees in Canada.
Undertake travel duty as needed in support of COA activities and represent the COA project at international conferences and workshops.
Be responsible of the COA Lebanon research and preparation of articles for the COA Newsletter.
Write in-depth cultural profiles to be shared with resettlement service providers
and donor, whenever necessary.
In coordination with the COA Program Support Assistant, oversee and ensure that all is ready in advance for each training session: laptop, projector, DVDs and CDs, reference documents, training documents for distribution, drinks and snacks/meals, hotel bookings and services, transportation reimbursements, etc.
Prepare and sign COA certificates for COA Lebanon participants.
Do some translation work whenever necessary.
Perform such other duties as may be assigned.
