Background
ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our 4 000 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.
Our teams in the field implement some 380 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.
Assignment
The Engineer is in charge of ensuring the timely implementation of household level rehabilitation activities in terms of team management, technical oversight, instruction in the field, drafting technical project documents, and ensuring the targets set by the Project Coordinator are met according to the set timeframe.
Functions
To ensure the adequate implementation of medium to large scale civil works/infrastructure construction in the target areas as per technical standards and project objectives. Duties and responsibilities include:
Review of project plans and technical documents prior to implementation to ensure feasibility and accuracy of inputs required (in terms of quality and quantity);
To provide feedback on technical qualifications and/or specifications of program inputs in collaboration with the logistics department;
To ensure the quality of implementation of the project as per the programs standards guidance and based on the plan/proposal and related budget;
To assist with planning of project activities in collaboration with the Project Manager/Coordinator;
To manage and oversee the junior engineer’s daily activities and reporting and provide them technical instruction and managerial direction;
To ensure Engineer department is adequately monitoring and validating the works implemented through a contractor or through project beneficiaries depending on modality as per the agreement or signed contract with ACTED through both team management and through field spot checks;
To assess the activities undertaken and ensure efficient use of resources in close collaboration with the Program Manager;
Ensure all project documentation (including: draft BoQs, sketches, implementation plan, photos, purchase orders, completion certiifcates) are fully completed in a timely manner at the appropriate phase of the project;
Ensure all technical assessments and shelter/wash works are fully reported to the program database on a daily basis;
To ensure staff safety and security in the field (particularly workers, foremen, junior engineers, etc.);
To build staff capacity in terms of technical knowledge and organizational/time management skills;
To contribute to improving the program implementation strategy for household level rehabilitation works through technical and cost assessments, development of pilot initiatives, and reporting on efficiencies in collaboration with the WASH/Shelter Program Manager(s);
Supporting on technical design and implementation for other construction/infrastructure/community-level projects upon request.
Qualifications
Educational background in engineering, preferably in civil engineering;
Extensive experience in managing and implementing building construction or renovation/rehabilitation projects;
Ability to coordinate and manage staff and project activities;
Familiarity with the aid system, and understanding of governmental requirements;
Strong organizational and supervisory skills;
Demonstrate strong inter-personal skills;
Ability to travel and work under difficult conditions and to meet deadlines under pressure;
Highly motivated and with a desire to work with local communities;
Ability to work with culturally diverse groups of people;
Excellent spoken and written English;
Spoken Arabic is required. Spoken French is an asset.
Working knowledge of computers using MS Word and Excel among other packages. Communicate effectively on email and use of internet.
