Community Empowerment & Livelihood Officer

Who are weThe Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon. For further information about DRC, please refer to our website: www.drc.dk About the jobThe CEL Officer is in charge of planning, supervising and implementing all community empowerment and livelihood projects in  his/her AOR. Duties•Follow up on previous and ongoing CSPs and CFW in his/her AoR  ensuring timely implementation.•Establish committees, train them and design projects based on needs. Participate, when necessary, and supervise the assistants, MSAs and potential volunteers in any assessment activity.•Design  and analyse the need assessments phase with host and refugee communities including municipalities, community representatives and youth (maintaining gender balance).• Follow up on and analyse the FGDs with host and refugee communities to identify common priorities for a particular area. Strengthen the capacities of community actors to enable them to address concrete needs and problems in their communities.•Assist the CELM in designing the community needs assessments  in accordance with DRC guidelines. Assist CEL manager in developing, planning and organizing trainings/ workshops with facilitated dialogue and meetings between municipalities and community members. Support CEL manager in  preparing handover plans and ensure sustainability of projects.•Submit weekly and monthly reports according to DRC reporting system and according to his/her supervisor’s instructions.•Propose new activities according to identified needs and suggest solutions for problems encountered Evaluate performance and quality of interventions and provide constant feedbacks.•Identify potential livelihood activities based on market and livelihood assessments (life skills development, cash for training, vocational trainings, apprenticeship schemes…) and ensure their timely implementation. •Identify beneficiaries to  include in temporary income generation opportunities through Cash for Work via Community Support Projects. About youTo be successful in this role you must have a University degree or advanced degree in social studies, economics, community development, or social entrepreneurship; Political and cultural awareness. At least 2 years of proven international/or local experience in Community Empowerment and Livelihoods.  Ideally you will also have a Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills; specifically with Local partners and authorities. Familiarity with community-based programming and ability to incorporate lessons learned from similar experiences. We offerAn interesting job in one of the world’s best NGOs. You must be available to start work from 20th of October 2015 and be willing and able to work in Tripoli.Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff.
