UNHCR’s mandate is recognized but the role of the Office very much depends on maintaining clear, open and transparent communication with the Government so that we are able to maintain the position of authority and respect currently experienced by the Office.
The position is normally supervised by a Professional or senior General Service staff member who provides the incumbent with regular guidance and support. Subject to the nature of the task/assignment, he/she will work independently on routine tasks, while will follow instructions of the supervisor for more complex issues. The position has no supervisory role.
Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are not frequent. In the Field locations, under supervision of the manager, the incumbent may play a liaison role with the national and local authorities for gathering and exchange of data.

The Office has reliable and up-to-date data on persons of concern.
Responsibility (process and functions undertaken to achieve results)
Create and Maintain Databases and spreadsheets that meet operational requirements.
Data Coordination and Cross-Checking between UNHCR, UNHCR Partners and Operational Partners.
Assist in data cross-checking related to data quality and auditing purposes.
Convert Clean, Import and Export data from systems as required.
Provision of Household Visits / Distribution lists to Partners on a regular basis.
Use the Registration database “proGres” and extract necessary up to date information.
Support Partners on the use of “RAIS” (Refugee Assistance Information System).
Prepare reports and project documents by providing information (relating especially to CASH), while supporting the Programme Unit as required.
Consolidate data and reports related to ATM Cards/PINs distributions.
Assist in Compilation of data and interpreting the statistics for various reports.
Assist with the development of forms for data collection and analysis.
Assist in preparing Targeting Lists and Financial Upload Lists.
Assist in preparing remote distribution servers.
Perform regular maintenance, security checks, archive and backup; perform database administrator functions.
Train local staff and/or organize training in data management best practices.
Perform any other duty, as requested.

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.
- University Degree in Computer Science, Information Technology or related field.
- Strong T-SQL programming knowledge, preferably Microsoft SQL Server.
- Adequate Microsoft Access knowledge is a plus.
- Knowledge of basic software development.
- Minimum 5 years of previous job experience relevant to the function.
- Fluency in English and working knowledge of another relevant UN language or local language.
DESIRABLE QUALIFICATIONS & COMPETENCIES.
