Child Protection Street And Working Children Manager

Job Overview/Summary: The Street and working children manager is responsible for providing ongoing supervision and support to the street and working children team which consists of psychosocial(PSS), case management(CM) and apprenticeship/economic recovery staff. The manager is responsible for attending external regional coordination meetings, drafting reports, working on proposals development as well continuing efforts/initiatives that are underway with national government counterparts on street and working children. The Street and working children Manager will manage operational aspects of the day to day running of the project which includes supervision of staff, supporting the team to manage high risk cases, remain on standby for weekend emergencies, along with longer term child protection systems building work which will require extensive advocacy efforts.  It is envisioned that the manager will play a fundamental role in the nationalization of this position. Major Responsibilities: Program development & Coordination Seek opportunities for close coordination between IRC’s street children program and other IRC programs (education, child protection, economic recovery, protection and women’s protection and empowerment); Program development: Based on existing gaps in the system (both national and humanitarian), identify opportunities for program development, coordinate closely with the CP Coordinator on the development of new project proposals Design and Implement an awareness raising campaign targeting the wider public on the subject of street and working children; Advocate for the development of systems to protect SaWC in coordination with national counterparts and in close consultation with the CP Coordinator; In cooperation with the CP coordinator and HQ TAs develop a training curricula on investigation techniques with children to be endorsed by the Lebanese internal security forces. Ensure case management teams are consistently referring beneficiaries (where appropriate) to external bodies to access services,  including referrals for UCAP, resettlement, medical referrals etc; M&E Produce quarterly factsheets through the trends and violence forms and produce reports through analysis of pre and post implementation surveys. Ensure adequate and accurate reporting of data-Activity Info, Sitreps, as well as M & E reporting within the team in close coordination with the M & E officer; Staff management Management of the 1 CP officer, 1 Senior Case Worker and 1 Apprenticeship Officer: Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews. Set up and implement a capacity building plan in order to nationalize the manager position. Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage. Support the teams in the execution of administrative, logistic and financial tasks in coordination with the relevant departments (such as purchasing items, liquidating advances, filling in relevant documentation and records in a timely manner); Provide daily technical support to the supervisors of the PSS, CM and Apprenticeship teams;  Support the recruitment of Child Protection staff by IRC Other Conduct weekly team meetings with the SaWC team; Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to the CP Coordinator, Security officer and Security Coordinator and liaise with external parties as required to maintain/enhance the security environment for IRC programs; Ensure that service provisions within the team are of a high standard by coaching and monitoring field team on a regular basis; Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies. Key Working Relationships: Position Reports to:  CP Coordinator Position directly supervises:  CP Officer, Senior Case Worker, and Apprenticeship Officer Indirect Reporting: Case Workers and Street Educators Other Internal and/or external contacts: Internal: M&E Officer External:  Job Requirements Work Experience: A minimum of five years working experience in the humanitarian/development field; Experience of working on issues of exploitation, street children and trafficking ; Experience of working in  Child Protection programs in emergencies; Experience in proposal writing and budget development; Experience in budget management; Experience in managing and supporting staff development; Ability to work with short deadlines and under pressure Personal qualities: Team player, flexible, able to handle pressure well and work in cross-cultural setting; Staunch advocate and believer of child protection and child rights. Demonstrated Skills and Competencies: Demonstrated experience in developing training manuals and tools; Demonstrated experience in developing project proposals and budgets; Demonstrated experience in report writing. Language Skills:  Fluency in English; Arabic an advantage Desirable Experience working with Lebanese, Dom and Turkmen communities, Palestinian and Syrian communities. Experience working in Lebanon; Experience in working in the region a plus. Working Environment:  Office work and field trips
