Partnership Program Manager

ROLE PURPOSE: The Syria Partnership Program Manager will lead Save the Children’s Syria partnership program managed out of Lebanon, with full oversight of all program interventions. This will include working with partners remotely, coordinating Save the Children technical support, and will potentially involve managing direct implementation if security considerations allow. Reporting to the SPP Director, s/he will lead in the identification of partners, management, agency coordination and representation. S/he will play a key role in building capacity of partners and programme staff – which will include developing and implementing training modules as.    SCOPE OF ROLE: Reports to: Program Director Staff reporting to this post: 3 Partnership Coordinators, 1 Capacity Building Coordinator    KEY AREAS OF ACCOUNTABILITY : Financial Management: Manage the implementation of programme and operational activities of partners, effectively using the assistance of technical sector advisors and operational support staff, and ensure coherence with Save the Children’s Syria Response programme approach, global strategy advocacy priorities. In close coordination with SPP Director, develop strategic plans for project and organizational expansion with Syrian partners managed from Lebanon, by maintaining an overview of the external political, social, economic and humanitarian context both locally and nationally; In close cooperation with the SPP Director, develop and implement a capacity building program adapted to partners’ needs to ensure they are increasingly able to deliver aid inside Syria in line with quality standards; Ensure that partnership projects and reports are delivered according to Save the Children and donor contractual requirements, within the agreed timescale and budget; Consult on a regular basis with all Save the Children staff concerned to ensure effective, joint and coordinated emergency response and common understanding of all program interventions; Effectively use support services to undertake key activities and work alongside partnership coordinators to ensure that all programme activities run smoothly in accordance with the Sphere Charter and Red Cross Code of Conduct; Engage in multi-agency coordination where appropriate; Report on a bi-weekly basis on all operations and programme updates and challenges to contribute to the situation report; Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures (such as HR manual, Security and safety Manual etc); and, Ensure the security, health and well- being of staff and that staff management and other processes and policies and systems reflect SCI 's principles of equity and fairness. Oversee programme operations to ensure timely delivery of programme activities (for example, monitoring against log-frames, individual performance management work plans) in close cooperation with the respective coordinators; COMPETENCIES Leading and inspiring others: Demonstrates leadership in all our work, role models our values, and articulates a compelling vision to inspire others to achieve our goals for children. QUALIFICATIONS AND EXPEIENCE: Essential 3-5 years of experience working with a national/international non-governmental organization Good attention to detail and analytical skills Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer). Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure Excellent planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams  Desirable   Fluency in written and spoken Arabic Knowledge of the requirements of major donors and experience in reporting to donors. Experience working with local partners. Strong contextual knowledge of Lebanon and the Middle East
