NRC has been present in Lebanon since 2006 initially assisting Lebanese displaced persons and later Palestinian, Iraqi and Syrian refugees. NRC has been providing Education, Shelter and Camp Management activities. Since March 2012, NRC has also been conducting its Information, Counselling and Legal Assistance (ICLA) activities, initially with Palestinian refugees and, more recently, with Syrian refugees. After conducting a number of reports and assessments, NRC identified that there was a limited response to the lack of rights faced by refugees in Lebanon. Consequently, NRC determined the need for the ICLA project in Lebanon, which will work closely with the other NRC Lebanon projects and activities in order to build on existing relationships, develop joint activities and benefit from the comprehensive understanding of the context.
Currently, the main areas of focus for ICLA work include (1) providing a legal response to address the lack of housing, land and property (HLP) rights for Palestinian refugees; and (2) providing assistance in access to rights for refugees fleeing from Syria.
The Technical Officer will work with the Information and Counselling Assistance (ICLA) team to conduct and support field teams to conduct regular assessments to obtain information about the situation in Lebanon and assist NRC to understand the protection and legal situation for all communities affected. He/she will ensure support and guidance to the ICLA teams in different locations in line with protection best-practice, ICLA handbook and guidelines and professional standard and principles through capacity-building and on-the-job training. The work will require travel through Lebanon, depending on the needs.
1. Role and responsibilities (all in coordination with the ICLA field teams)
The following is a brief description of the role.
General
Understand the protection and legal situation for refugees and internally displaced persons in Lebanon.
Understand and be able to explain to others including to ICLA field teams ICLA tools in particular ICLA Lebanon Handbook, guidelines, assessment tools and reporting tools including M&E tools.
Contribute to strengthening methodology for NRC/ICLA teams to implement ICLA activities in line with ICLA Handbook, guidelines and tools and prepare training packages, including powerpoint presentations and written material on ICLA methodology and related topics.
Support in assessing and identifying the protection, legal and technical training needs of ICLA staff in Lebanon and lead planning, organising, delivering and overseeing the delivery of appropriate training.
Contribute to the development of innovation in provision of ICLA services, including use of new information methods, improved understanding of refugee situation and ICLA’s ability to reach more beneficiaries.
Understand and be able to explain to others work of all NRC programme activities.
Report weekly & monthly (or more often, if required) on activities and results to the relevant NRC staff.
Carry out administrative tasks as agreed upon.
Perform any other task as assigned by NRC management.
Assessment:
Assist in identifying purpose and goals of assessments and ensure consistency within the different field locations.
In coordination with ICLA field teams assist the preparation and the implementation of regular assessments (including focus group discussions, interviews, questionnaires, databases etc.).
Assist in the development of assessment and analysis system and tools (including guidelines on how to use them) to use ICLA data to understand specific context faced by refugees and host communities.
Assist in the assessment of reports, updates and other documents and ensure harmonisation and consistency.
Strengthen methodology for NRC to conduct protection and legal assessments, including surveys, questionnaires, focus group discussions, interviews, etc.
Support in Providing ongoing coaching and trainings to ICLA staff on methodology for assessments including surveys, questionnaires, focus group discussions, interviews, etc.
Ensure that relevant methodology is being used to conduct protection and legal assessments with NRC ICLA staff.
Assist in liaising with managers and relevant ICLA staff to identify and assess training and development needs.
Assist in delivering trainings and oversee the delivery of trainings to NRC/ICLA team (depending on needs) in specific location on using assessment and analysis tools.
Assist lessons learned report after each assessment and on an ongoing basis for assessment work.
Reporting/M and E
Support update of case management system for ICLA activities, including services mapping and ICLA databases.
Support review and update of monitoring and evaluation tools used for ICLA activities.
Support identifying and implementing ICLA M and E plan and activities, including connection with reporting, protection trend analysis and assessments work.
Accountable for reports and summaries setting out and analysing protection gaps faced by refugees in Lebanon, including suggested steps for NRC and other organisations to address these gaps.
Assist in the preparation of monthly summary reports and other reporting (as requested).
Coordination
Participate in regular meetings with ICLA team and other NRC core competencies.
Regularly meet with other relevant actors and stakeholders and coordinate work, including attending meetings.
Maintain excellent working relations with all partners and other relevant stakeholders.
Attend and participate on behalf of NRC relevant coordination meetings.
2. Competencies
Experience required
At least 2 years of experience in similar positions, including fieldwork.
Proven experience in designing tools for assessments: Excel, Mobenzi, ONA.
Proven experience in conducting assessments, including focus group discussions and interviews.
Proven experience in protection related work.
Proven experience in collecting information and writing reports.
Proven skills in designing and implementing trainings/workshops.
