  Lebanon Reforestation Initiative Terms of Reference Monitoring and Evaluation Officer   I. INTRODUCTION Project Background Information The Lebanon Reforestation Initiative (LRI) is a project funded by the United States Agency for International Development (USAID) and implemented by the United States Forest Service (USFS) that provides technical assistance and institutional support for sustainable native tree reforestation and wildfire management. With administrative offices in Beirut, LRI technical experts manage a multi-year work program of activities throughout Lebanon in collaboration with grassroots organizations and local communities. Monitoring and Evaluation The Monitoring and Evaluation Officer (M&E Officer) will be providing support in monitoring and evaluating ongoing activities within the project. He will be responsible for overall M&E and learning needs of the project and will come up with findings based on real data to show performance of the different components of the project.   II. PURPOSE OF THE WORK LRI seeks a part-time Monitoring and Evaluation Officer to work together with LRI project director and staff  to: Develop a database for the project's beneficiaries Update the project performance monitoring plan and supervise regular data collection Record, manage and preserve monitoring and evaluation data in a safe and accessible way Coordinate in collecting data against project indicators, including data collection on cross cutting issues such as gender, youth, Syrian refugees, etc. Analyze and discuss findings based on regular monitoring data Provide technical support on M&E and evidence-based recommendations to the relevant component managers and partners and support the communication specialist with data to be highlighted in success stories and social media postings. Participate actively in the budgeting process Support in developing the quarterly reports to USAID. Provide the project director with a monthly detailed report   III. EXPECTED DELIVERABLES  In close coordination with the LRI’s Project Director and other LRI component managers, the M&E officer will: - Lead the revision of the LRI performance monitoring plan to incorporate the program’s modified objectives for Phase II. - Develop clear Monitoring and Evaluation procedures and forms for the project - Develop regular reports including all data gathered to submit to LR Project Director - Develop on a quarterly basis the PMP table of indicators - Support in the development of quarterly reports to USAID   IV. Qualifications/REQUIREMENTS The M&E officer should possess the following competencies, skills, and experience: BA in mathematics, statistics, management or administration or any related field. At least 3-5 years of experience in Monitoring and Evaluation of donor-funded projects. Oral and written communication skills in English and Arabic languages. Prior experience with statistical work and/or baseline surveys. Excellent MS Excel skills Demonstrated capacity to innovate and think creatively Excellent organizational and interpersonal capabilities Ability to work under pressure and meet deadlines Previous experience on a USAID-funded project is preferred   V.
