Programme Associate (Cash) – G6 – Mtl002 - Mount Lebanon

The incumbent normally receives guidance from more senior programme staff in the operation. He/she may receive indirect guidance from other sections and units relevant to the country programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Associate. S/he is expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments. The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements.   2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position. Accountability (key results that will be achieved) - Organizational procedures and standards for cash assistance implementation in Mt. Lebanon are strictly followed and implemented. Responsibility (process and functions undertaken to achieve results) - Provide the field-office management with up-to-date reports regarding the Cash-implementation. - Provide up-to-date information to Cash Unit in the Branch Office regarding Inter-agency coordination. - Support the Cash Unit in ensuring that the needs of persons of concern in the country are assessed and analysed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning. - Assist in reviewing agreements with Implementing Partners (IP) and ensure that agreements are established in conformity with UNHCR’s Cash Implementation Guidelines and SOPs. - Undertake proper collection, monitoring and use of field information related to the Cash implementation, including monitoring and targeting interventions. - Working with Cash Unit at BO level to ensure that the Cash Implementation is in accordance with the Operational Guidelines. - Liaise with the service provider (bank) in resolving issues related to beneficiaries complaints Assist in providing inputs for the country operations plan (including budgets, staffing levels and structures) as well as prepare inputs for funding submissions, appeals and reports. - Perform other related duties as required. Authority (decisions made in executing responsibilities and to achieve results) - Represent UNHCR in physical monitoring of projects. - Represent UNHCR in Sector Meetings and Inter-Agency Coordination.

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.

- Completion of Secondary education and post-secondary training/ certificate in Business Administration, Social Science, International Law or related field.
- Minimum 6 years of previous job experience relevant to the function.
- Computer skills (in MS office).
- Fluency in English and local language.

2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

- Completion of the UNHCR Learning programmes or specific training relevant to functions of the position.
- Good knowledge of UNHCR financial rules, procedures and processes.
- Knowledge of UNHCR specific programmes (MSRP, Focus, etc.).
- Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities.
- Relevant experience in Cash-based Interventions
