Monitoring Evaluation Accountability And Learning Officer - Beirut

ROLE PURPOSE: Save the Children’s partnership programme is expanding. In order to enable this expansion, a remote monitoring system must be established according to Save the children’s standards and procedures, to be accountable to partners, beneficiaries and respond to funders’ requirements. Therefore to meet the program specific demands, the post of Syria Partnership Program MEAL Officer was created with the following main purpose:  To provide direct support to the Partnership Program MEAL coordinator in complying with the accountability requirements of the organisation and support to coordinate all remote monitoring of partners operating inside Syria, including supporting them to conduct regular reporting, supporting to set up their MEAL systems, consolidating partner reports, and providing overall support to partners and MEAL coordinator for project reporting and monitoring. KEY AREAS OF ACCOUNTABILITY:       Internal Monitoring •Assist in the development and the implementation of the existing MEAL system •Support the development and strengthening of existing MEAL tools •Update the in use reporting and monitoring system •Review the provided monitoring verification tools  •Synthesizes and analyzes data and writes summary reports based on PDM and lessons learnt templates  •Develop implementation plan with the partnership coordinators    Programme Support: • Supports Beneficiary Accountability across all programmes in keeping with the Accountability Framework, ensure prompt follow-up on feedback received • Supports evaluations of partnerships taking into full consideration the needs of all stakeholders. • Seeks solutions for more complex data management requirements, eventually with IT colleagues   Capacity Building: •Support MEAL coordinator in building the capacity of partners and strengthen their MEAL methods   Organisational Learning: •Assist with facilitation of ongoing learning activities. •Prepares lessons learnt reports   SKILLS AND BEHAVIOURS (our Values in Practice)   Understanding humanitarian contexts and application of humanitarian principles: •           Ensures that programme goals and activities uphold the principles of the key national and international humanitarian frameworks, codes and commitments •           Integrates beneficiary accountability principles into the approach   Achieving results effectively: • Ensures efficient and transparent use of resources in accordance with internal controls • Addresses difficult situations and makes tough decisions confidently and calmly • Considers the wider impact of decisions to be made in the short and long-term. • Continuously provides feedback and updates to achieve improved results • Coordinates with stakeholders to avoid duplication and maximise resources • Documents lessons learned and applies them to future projects   Maintaining and developing collaborative relationships: • Actively listens to different perspectives and experiences including those of partners • Establishes and maintains clear communication and dialogue with all stakeholders • Establishes clear objectives and monitors progress and performance • Gives constructive feedback to enhance capabilities and responsibilities   Operating safely and securely: • Identifies and communicates risk and threats and minimises these • Reduces vulnerability by complying with safety and security protocols set by the organisation • Takes measures to do no harm and minimise risks for partners   Managing a pressured and changing environment: • Remains effective and retains perspective in the face of difficult or demanding situations • Demonstrates personal integrity by using one’s position responsibly and fairly • Maintains ethical and professional behaviour in accordance with relevant codes of conduct • Plans, prioritises and performs tasks well under pressure • Takes responsibility for own work and for the impact of own actions COMPETENCIES Delivering results Takes personal responsibility and holds others accountable for delivering our ambitious goals for children, continually improving their own performance and that of the team and the partners Applying technical and professional expertise Applies the required technical and professional expertise to the highest standards; promotes and shares best practice within and outside the organisation Documents lessons learned and applies them to future projects Working effectively with others Works collaboratively to achieve shared goals and thrives on diversity of people and perspectives; knows when to lead and when to follow and how to ensure effective cross-boundary working  QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES  Basic Qualifications • Education to BSc/BA/BEng level in social sciences, public health or any relevant subject • At least two years of experience at similar positions or in programmatic positions • Excellent communication and influencing skills • A high level of written and spoken Arabic and English with an ability to write clear and well-argued assessment and project reports  Basic Qualities • Politically and culturally sensitive with qualities of patience, tact and diplomacy • Willing to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances • Committed to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support  Essential Experience • Significant experience of undertaking a MEAL related role in a humanitarian context • Demonstrated monitoring and evaluation skills, including planning and participating in evaluations  •Experience of training and capacity building • Knowledge of institutional donors and experience in developing proposals
