Assistant Education Officer – Noa – Hru036 - Beirut , Lebanon

The Syrian crisis started in 2011 and as a result, Syrian refugees fled to Lebanon, seeking for shelter and stability. The Government of Lebanon (GoL), specifically the Ministry of Education and Higher Education (MEHE), committed to set a stabilization roadmap and to doing more to meet the acute and immediate education needs of Syrian refugees and Lebanese vulnerable children. MEHE and the International Community agreed to develop an expanded and well-coordinated three-year program for response to the crisis. The overall objective is to ensure that vulnerable school-aged children, affected by the Syrian crisis, are able to access quality formal and non-formal learning opportunities in safe and protective environments. More specifically, the Program aims at ensuring equitable access to educational opportunities, improving the quality of teaching and learning, and strengthening national education systems, policies and monitoring.     2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position. Accountability (key results that will be achieved) The education needs of refugees are met through the application of International and National Commitments, including the MDGs and EFA commitments, relevant UN/UNHCR protection standards and IASC principles governing humanitarian coordination, including those of the INEE. Education activities are guided by global, regional and country priorities and reflect UNHCR’s policy on age, gender and diversity (AGD). Participation of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community based approaches.  Persons of concern are treated with dignity and respect and all protection incidents are immediately identified and addressed.   Responsibility (process and functions undertaken to achieve results) The incumbent will act as Executive Coordinator within the Ministry: Coordination: Maintains close contact with other ministries and intervenes when necessary to solve issues related to refugees’ education Facilitates relevant meetings to be held at MEHE with regional offices and follow up on action plans Assist the Director General in  coordinating the Race Executive Committee meetings and follow up on all action points related to the committee meetings Follow up on MEHE projects related to refugees/ emergency implemented  by International partners as requested by the DG of Education Liaising with and answering enquiries from Media, individuals and other organizations Conduct presentations, prepare situation progress reports and other documents related to the work of MEHE Support communication relevant to emergency coordination activities, including the preparation of situation reports, press releases, awareness material, dissemination of information, and establishing a contact base for emergency response education actors Coordinating between organizations and the general directorate as needed Providing input on studies and surveys: Undertake necessary research on pedagogic issues in line with the guidelines set by the educational projects at hand. Review and comment on reports and studies as requested by the DG of Education Interpret, analyze and summarize data and information. Prepare and review related proposals and budgets for the MEHE  Authority (decisions made in executing responsibilities and to achieve results) Coordinate with different stakeholders Identify and report on problems and propose solutions Conduct research

- University degree in Education or Social Sciences or previous job experience relevant to the function with at least 2 years of relevant work experience.
- Demonstrated work experience in the education sector.
- Knowledge of refugee protection principles and framework.
- Familiarity with INEE standards.
- Excellent knowledge of English and working knowledge of another UN language

- Field experience in education programme implementation and coordination.
- Demonstrated work experience in refugee education programmes.
- Background in relevant education systems with good knowledge of relevant curricula.
- Demonstrated expertise in education programming, community services, community development/organization, social work, social surveys/ assessment, counselling, or related areas.
- Team building/development training.
