We are looking for a highly motivated and experienced new MEL Area Manager to lead, coordinate and manage DRC monitoring and evaluation staff and activities in the Bekaa area. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon. More than 200.000 Syrian refugees have received assistance from the Danish Refugee Council since the beginning of the crisis.For further information about DRC, please refer to our website: www.drc.dk About the jobThe MEL Area Manager has the overall responsibility to lead, coordinate and manage DRC monitoring and evaluation staff and activities in the Bekaa area. The Manager will provide technical and strategic advice to the Area Manager and program/sectors managers on MEL related issues in Bekaa area; coordinate and ensure alignment of MEL strategy and activities with DRC Beirut and other Areas/Sub Offices; and guide and manage the recruitment, capacity development, and work plan of the Bekaa MEL team. Duties• In close collaboration with the Bekaa Area Manager and the MEL/IM Coordinators (Beirut), design and establish the Area/Sub Office MEL framework and structure;• Working closely with internal program stakeholders, set the framework and procedures for monitoring and evaluation of project activities;• Review the quality of existing social and economic data in the Area/Sub Office program areas, the methods of collecting it, and the extent to which it will provide good baseline statistics for evaluating project results and impact;• Based on the review of existing data, disseminate findings and guide/support supplementary baseline and needs assessments in the Area/Sub Office area – ensuring alignment and coordination with Inter-Agency initiatives;• Manage the MEL Area/Sub Office team and the daily/weekly/monthly work plan, ensuring that objectives and monitoring targets are met;• Produce periodic MEL reports for internal and external stakeholders to ensure programs have accurate and useful data to inform project development; • Represent DRC MEL at relevant donor and inter-agency coordination meetings at field level; About youRequired• At least two years of progressively responsible and directly relevant professional experience in a humanitarian context, with at least one year direct experience in a role with MEL responsibilities;• Undergraduate degree in international relief and development, social sciences, public health, statistics/research methods, or related/relevant fields;• Languages: Fluency in English and Arabic (written and verbal) required;• Familiarity and field experience applying principles and approaches to monitoring and evaluation in humanitarian and emergency contexts using both quantitative and qualitative methods;• Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies;• Experience in participatory assessment and community-based monitoring approaches;• Demonstrated management experience with the ability to engage and motivate staff and partners in a challenging new area;• Experience with capacity building of staff, and in convening and facilitating trainings and workshops;• Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders. DRC will offer the successful applicant a 11 months contract, renewable dependent on both funding and performance. You must be available to start work from October 2015 and be willing and able to work in Bekaa.Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. For Staff outside the Bekaa are entitled to an accommodation allowance. This position will be placed at level D1, equivalent to USD 2,015 per month.
