The British Council has been shortlisted for the EU-funded ‘Technical Assistance to support Youth Development in Lebanon’ project (Ref: EuropeAid/135977/DH/SER/LB).
We are currently preparing our tender.
The overall objective of the project is to contribute to the institutional reform process for a better involvement of Government and Civil Society organisations in the public policy making process for youth development in Lebanon.
The purpose of this contract is to enhance the capacities of the Ministry of Youth & Sports, the Youth Forum and other relevant stakeholders to become more engaged in addressing youth concerns, needs and ambitions in accordance with the National Youth Policy.
We seek a ‘Key Expert: Team Leader/Youth Development Specialist’ (420 working days, full time) to be based in Lebanon.
The successful candidate will:
- give strategic guidance and assume overall responsibility for the project.
- be responsible for the daily management of the programme.
- supervise the implementation of activities and liaise with stakeholders on the design of activities;
- prepare technical substance reports for the European Commission and the Steering Committee and represents the action therein;
- take overall responsibility for the timely delivery of results.
- provide own substantive assistance related to the main components and tasks of the project.
The successful candidate will provide a CV that meets the following criteria:
Qualifications and skills
- Minimum Master degree in social sciences, Education, human rights, political science or other related fields or Bachelor degree with equivalent 5 years of experience in the related fields;
- Ability to develop training master-plans as well as to design and provide training, workshops, seminars and presentations.
- Excellent communication, writing and analytical skills.
- Excellent command, both spoken and written, of English and Arabic.
- Command of French is an asset.
General professional experience
• At least 10 years of general professional experience in relevant contexts such as but not limited to, working on relevant Youth Policy issues, institutional development, working with government institutions (Ministries, public institutions).
Experts not holding Master degree must possess additional 5 years of experience in related fields (i.e. total of 15 years as general professional experience)
Specific professional experience
• At least 7 years of experience in managing capacity building projects around Youth development.
• Minimum 5 years of relevant technical advisory and/or supervisory functions on youth related issues including fostering youth participation and leadership within government during the policy making process.
• A minimum of 2 work experience in managing and implementing projects preferably in field related to Youth development.
• Sound understanding of youth and development issues in Lebanon is an asset.
