1. Role and responsibilities
The M&E coordinator is responsible for providing guiding the technical and support skills in coordinating the design and implementation of M&E plans – including development of CO M&E frameworks, data collection, and data management methods and tools, and analysis of M&E data at the area mission level.
This entails close communication with all involved in programs design and program manager: core project staff; representatives from primary stakeholder groups; and the project director, external consultants and field staff when appropriate.
Critical tasks for the M&E coordinator are supporting M&E Manager setting up the M&E system and tools and ensuring it is implemented effectively at program/project level. This is undertaken through the joint development of a shared M&E system that is based on existing formal and informal mechanisms and systems among the projects.
Planning and Maintaining M&E Systems (30%)
Lead, in conjunction with the M&E Manager, Area Manager and Project Managers, the process to establish and revised program level M&E systems
Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of M&E activities and reporting in accordance with approved actions and guidance from the M&E Manager
Program Support (50%)
Support in planning and standardizing M&E across projects
Support in developing data collection methodology and tools, and systems for on-going data analysis
Support in ensuring data management and clear information flows between program and M&E staff remains aligned with the M&E SOP
Ensure that each project has an M&E plan in place and consolidate all M&E plans into an M&E overview for the Bekaa program area to be shared with Beirut management
Develop calendar of assessments, evaluations and Post-Distribution Monitoring (PDM) exercises at the Bekaa level, ensuring that technical endorsement is secured at the Beirut level prior to any evaluations and assessments conducted at the field level above and beyond standard monitoring activities
With the assistance of Ensure that monitoring data are reported by programs into Activity Info (AI) and the Internal Reporting System (IRS)in a timely manner to relevant program and managerial staff to feed into management decisions and used in program management
Capacity building and training of project staff on M&E technical and conceptual areas
Support internal monitoring and reporting processes (Macro Log Frames, assessments, PDMs, FGDs, etc.) as needed
Management (10%)
Support program focal points in executing M&E plans per sectorial project
Support program staff on ensuring that M&E plans are being implemented and identifying gaps on an ongoing basis
Communication/Other (10%)
Support the M&E Unit and Area Management Team on rolling out new initiatives, should these arise during the employment period
Serve as primary contact for the M&E Manager and support efforts to enhance M&E systems and standards
Support in communicating and disseminating NRC M&E standards and guidelines
Submit regular reports to the Area Manager, PMU and M&E unit that highlight areas of concern and collating supporting documentation for review, as required

2. Competencies
Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:
Academic Qualifications & Relevant Experience
Relevant experience and/or higher education, preferably within social sciences, economy & finance or related fields of study
3 or more years of experience in an academic and/or professional environments, preferably in an emergency or post-conflict setting, including M&E capacity and systems development
Demonstrable experience participating in assessments or surveys in Arabic.
Knowledge & Skills
Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs
Direct experience with both quantitative and qualitative methods; this should include sampling, survey development, facilitating KIIs and FGDs, and basic statistical analysis
Understanding of data and information needs for program management and decision making
High level English language proficiency (speaking, reading, writing) and ability to translate concepts into Arabic
Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
Experience using SPSS, STATA, Epi Info, or R (desirable)
