Field Finance Officer - South Lebanon

Amel Association is a non-governmental organization established in 1979. Through its 24 centers across Lebanon, Amel Association provides access to health care services and implements development programs targeting underprivileged populations, regardless of their nationality or political and religious affiliations. Amel Association also aims to strengthen the culture of rights among citizens, refugees and migrants and promote access to their rights and their involvement in public life. Assignment Working within Amel team in South Lebanon Centers, the Finance Officer will ensure the overall and efficiency of the Finances related to Amel projects. This involves applying processes with adherence to donor requirements and regulations. She/he will report to the Finance and Operations Officer, and the Finance Project Coordinator and will be part of the Finance Department (that includes Senior Accountants, Finance Program Coordinators). She/he will work in close collaboration with the Program/Project Coordinators. Working hours are officially from 9:00-5:00, Monday-Friday but can vary according to load of work and deadline completion.   Tasks and duties Task #1 – Overall financial procedures: - Bookkeeping and accounting of expenditure of projects - Review daily spending in accordance with financial guidelines of donors - Maintain a computerized Journal of Expenditures at the center level - Keep track on consultations fees collected at the level of the center - Prepare the monthly budget request of the centers - Ensure that financial data are immediately available upon request. -  Ensure timely and accurate preparation of financial reports and submit them to the Finance Officer and  the Project Coordinator. - Contribute to the standard accounting tasks including daily follow-up of expenditures per project in coordination with  Senior Accountant, and monthly expenditure reports to share monthly with Program/Project Coordinators - Use of an accounting software among the finance department - Ensure that expenditures are in line with project budgets and that procedures for monitoring and reporting are followed. - Ensure adequate day-to-day and cumulative budget monitoring. - Ensure that established financial policies and procedures as well as specific donor regulations are strictly adhered to.   Task #2 – Inventory and procurement -  Administrating the procurement of project goods in line with procurement guidelines of donors and regulate an inventory policy   Task#3- Other tasks as assigned - Other duties as necessary
