Local Security Assistant

Under the overall supervision of Chief of Mission (COM) and the direct supervision of the Operations Security Officer (OSO), the Local Security Assistant (LSA) will be responsible for the following functions: In particular, he/she will: Primarily support the Field Security Officer (FSO) in all tactical, operational, and strategic security matters that impact IOM’s staff safety and security, IOM’s operations and programs in country. Assist the FSO in collaboration and coordination with other international organizations and agencies and governmental institutions working in the security management field, to ensure that appropriate lines of communication are  well maintained relating to all aspects of staff security and safety. Support the FSO in maintaining a close working relationship with United Nations Department of Safety and Security (UNDSS) personnel in mission based on a working knowledge of the present IOM/UNDSS Memorandum of Understanding, related to various security protocols. Further, familiarize him/herself with the UNDSS Field Security Handbook and complete the Basic Security in the Field (BSITF) as well as the Advanced Security in the Field (ASITF). Support the FSO in the conduct of required security assessments/evaluations, threat analysis, and risk assessments and offer appropriate recommendations. Provide support to the FSO with investigations andincident reports as requested. Support the FSO in to develop and implement evacuation and emergency security plans. Ensure that fire safety arrangements, plans for fire/building evacuation, relocation/evacuation of staff to a safe haven are updated and efficiently implemented; Assist the FSO in preparing and delivering security and safety related training sessions and briefings for all IOM staff based in Lebanon. In the absence of the FSO, and under the supervision of the COM, perform the security responsibilities from the mission Granting access control for main Lebanon IOM premises located in Beirut. When requested, liaise and coordinate with the security representatives of the host and other organizations on all matters related to the security of IOM Lebanon. Assist the FSO in developing and implementing MOSS and ensuring that all IOM offices are compliant. Assist  the FSO in assessing  the security situation at the duty station, including assessing threats related to the IOM staff safety• Act as the direct focal point for security guards and FSO in the assigned area; support security guards in solving problems and report any issues to FSO. Ensure that the appropriate level of confidentiality is maintained with regard to security matters; Perform other duties as assigned by FSO related to mission’s security management.

Bachelor Diploma in social science, public administration, or a combination of relevant Military, Police or General Security training and experience.
- Experience with General Security in Lebanon is a distinctive advantage
- Experience in conducting security assessments and providing security briefings is a distinctive advantage.
- Minimum 2 years’ experience working in security management, law enforcement or military disciplines is a pre-requisite, preferably with international experience.
