Operations Manager (National Position)

The Operations Manager has the overall responsibility for all operational aspects of the programme, including quality management, information management and impact assessment. Direct supervision and control of all operations and technical activities allocated to him/ her to include: Implement a functional operations room with technical and operational planning and reporting systems. Planning, execution and quality management of: survey and clearance operations (Single item demolitions, BAC (Cluster Munition clearance), non-technical survey, technical survey and clearance operations adopting manual clearance methodologies. Conduct operations in accordance with overall plans, Standard Operational Procedures (SOPs) and International Mine Action Standards (IMAS) and/or NMAS. Ensure operational accreditation (in accordance with national standard). In close coordination with HO, ensure SOPs are updated and accredited by external authorities in Lebanon. Provide support and assist national authorities in establishing and reviewing NMAS when relevant and include HO in revision processes. Plan and implement training of local staff in survey, impact assessment (IA Level 2), clearance techniques and procedures in accordance with IMAS and/or NMAS as well as Lebanon SOPs. Plan and implement technical and managerial continuation training of national staff to build capacity. Manage, supervise and coordinate all operational staff, and support staff, including but not limited to the operations room, information management, impact assessment, survey and clearance. Provide progress reports on technical, operational (including impact related information) and administrative matters. Represent NPA and brief stakeholders on NPA operations. Liaise with national authority, national and international mine action operators and other relevant stakeholders. Target resources and work towards an improvement of the planning process, so that operations are carried out with focus on quality, cost efficiency and impact. Develop and maintain an operational QM system. Oversee, analyse, and supervise all operational data. Contribute to methodology development. Act as deputy for the Programme Manager. Any other task or duty as assigned by the Programme Manager. Oversight of logistics, human resources, admin and finance on an operational level.   Person Specifications The position requires education and/ or experience as well as a strong ability to plan and manage operations. Good leadership and communications skills are required along with the ability to motivate staff. The position is based in Lebanon with a significant proportion of working time in the field. Relevant experience would encompass the following:   Relevant education or equivalent qualifications result focused mine action NGO programmes. At least 4 years working experience in a senior level of operations within humanitarian mine action programmes. Must be previously qualified to conduct single item demolitions. Proven ability to develop and manage survey and clearance operations, including motivating and leading a team. Track record of establishing and maintaining effective professional relations with relevant stakeholders, in particular national and international clearance operators. Experience in operational planning and proven analytical skills. Good knowledge of Humanitarian Disarmament policy, IMAS, NMAS, SOPs and land release principles (and/or IATG when relevant). Proven experience in drafting technical notes, SOP and training packages is an advantage. Hands on mine action experience with non-technical survey, manual demining, BAC (Cluster Munition clearance) Good understanding of management of mine action operations and their support, including logistics, finance and human resources are assets. Good communication, cultural understanding and interpersonal skills. Ability to meet tight deadlines. Good health. Good command of English and Arabic. Ability to adapt to harsh environment and work calmly under pressure and with limited supervision. Good computer skills, GIS skills are an advantage. Driving license.
