Job Purpose
The purpose of the Shelter PM role is to provide technical and management oversight for the implementation of Concern’s shelter programme in Akkar, including construction and rehabilitation of shelter and WASH facilities for CCs (collective centers) and unfinished buildings/garages targeting refugees from Syria.
Reports To: Programmes Director (PD)
Responsible For: Management of shelter sites (UNHCR and ECHO funded),
Liaises With: Country Director (CD), Country Financial Controller (CFC), Systems Director (SD) & WASH infrastructure, protection and education teams
External Liaison With: UNHCR, local municipality, other NGOs, shelter sector
Roles and responsibilities
Programme Planning and Management:
Provide technical and management oversight and supervision of the shelter programme
Ensure that programme targets are reached in accordance with agreed programme objectives and as per contracts with donors and in line with the overall programme approach
Oversee the day to day management of the implementation of the Shelter programme
Ensure that all resources (technical, financial, HR) are in place to implement the different projects of the shelter programme in accordance with the work plans and realistic timeframes and milestones agreed with contractor and donors
Ensure adequate assessments of sites for the implementation of planned construction and /or engineering works as per agreed proposals are carried out
Ensure that the design of construction and engineering works is reviewed and permissions obtained , following best international and humanitarian practice and in line with Concern, donor and local authority policies and guidelines
Ensure quality technical documents are prepared in line with Concern’s procedures such as tenders, BOQs, procurement and oversee material and equipment purchases and delivery as necessary.
Monitor programme budgets and management accounts to ensure that relevant activities are being implemented in accordance with agreed budgets and timeframes and actual works progress
Ensure implementation of an M&E system to monitor progress and capture impact of projects and to make necessary adjustments to work plans if necessary in a timely manner
Oversee the production of timely regular project progress reports in accordance with donor agreements and Concern systems
Ensure the participation of the programme stakeholders in all stages of the programme cycle.
Ensure programme activities are well coordinated with Concern Lebanon’s education and protection programmes.
Participate in assessments to explore new geographic or programmatic areas of interventions as required
People Management:
Lead and manage project managers and teams, contributing to their capacity building and career development.
Ensure provision of on-going on-the-job training and coaching to staff
Ensure that all positions of the Shelter programme have accurate job descriptions
Ensure that all staff is aware of and comply with Concern’s policies and procedures both programmatic and systematic.
Monitor and review performance of staff line managed through Concern’s Performance Development Reviews system (PDR’s) and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance.
Ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
Coordination and Representation:
Represent Concern Lebanon at local, regional and national level in regards to Shelter related meetings with donors, stakeholder and other relevant actors as necessary.
Ensure good coordination of the shelter programme activities with all relevant stakeholders, incl (I)NGOs, UN agencies, donors, NLWE, the municipalities and land owners, to assure that works are implemented as planned and agreed within Concern and with donor.
Other:
Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner and stakeholders and be committed to providing a safe working environment.
Actively participate in Concern accountability initiatives (communication strategy, participation and CRM for example) ensuring that they are integrated in to the project Undertake other related duties as may reasonably be assigned by the Programmes /Country Director
Person Specifications
A minimum of 1 years’ experience of working with an NGO
Experience of managing shelter programmes and teams
Representation experience and very good communication skills
