This position aims to ensure a smooth and timely implementation of CARE’s WaSH and Shelter projects as per national standard operation procedures, donor agreement and CARE guidelines, under the supervision of the WaSH PM.
Competencies:
Good knowledge of water, sanitation and civil engineering national standards and common practices in Lebanon.
Sound experience of supervision (as site engineer or similar) in small and medium scale infrastructure works directly or through contractors
Significant practical field-based experience in Shelter, water and sanitation, preferably in poor urban settings.
Good knowledge and experience of engineering tools, systems and operational standards, including cost estimating.
Ability to build strong, credible relationships with beneficiary groups, international and local NGOs, government associations, communities and partner organizations, including learning and capacity building. Excellent organizational and people management skills, with ability to prioritize tasks and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
Excellent teamwork skills, in cooperation with members of other teams and of partner organizations, responding quickly and accurately to queries and issues.
Commitment to CARE’s policies of promoting gender equity and diversity and the interests of marginalized people in all aspects of CARE’s network.

Detailed Responsibilities & Tasks
Responsibility #1: Project Implementation
Play a role in developing project strategies, tools and work plans appropriate to the local context.
Support and collaborate with the two local partners to perform detailed assessments and technical surveys, to prepare technical designs and specification and BoQs.
Perform site supervision and inspection of the works during execution and at completion, in collaboration with the NGOs partners.
Participate in community consultations organized by the Community Mobilization Officer and the partners, in order to better identify the communities’ needs.
Work closely with the Community Mobilization Officer, community leaders, local authorities and partners to ensure that the facilities built or rehabilitated are correctly operated and maintained after completion of works
Responsibility #2 : Liaison
Liaise with partner groups or organizations and foster adequate community participation in the activities.
Liaise with other project departments and give support when needed.
Liaise with external actors (local authorities, national/international NGOs, etc.) and ensure participation in inter-agency forums as appropriate.
Responsibility #3 : Logistic & administration
Ensure the follow-up and the proper use of materials, tools and assets during the activities;
Ensure compliance with CARE administrative and logistical procedures relevant to the HP activities (procurement, transport, etc.)
Responsibility #4 : Team Management
Identify partner organizations’ technical capacity gaps and develop their capacities through appropriate training.
Responsibility #5 : Reporting
Collect all information and written/orally reports on the progress of the activities on a daily and weekly basis as per established reporting formats;
Report immediately any delay, problem or other relevant information to the WaSH Project Manager
