Program Manager (Pm)

  Job Title:                    Program Manager (PM) Reports to:                 Acting Country Representative (ACR) Line Management:    Basic Assistance Project Coordinator, Shelter Project Coordinator and Distribution Officer   Summary Solidar Suisse is a Swiss non-governmental organization (NGO), founded in 1936 which supports and implements projects in the fields of Decent Work, Governance, and Humanitarian Aid in 12 countries worldwide. In Lebanon, Solidar Suisse has been operating a multisectorial humanitarian programme since 2012, providing humanitarian assistance in the fields of Basic Assistance, Shelter, WASH, and Social Cohesion to Syrian refugees and host communities. Based in the main office in Nabatieh and reporting to the Country Representative, the Program Manager will be in charge of the successful implementation of Solidar Suisse’s projects in favor of Syrian refugees and Lebanese host communities, ensuring that projects are implemented in compliance with budgetary provisions, set time frames and specific donor requirements. For this purpose, he/she will provide leadership and guidance to the Project Coordinators in the day-to-day implementation of projects, working alongside the support departments, including M&E, Finance, HR, and Operations. The PM is also responsible for contributing to Solidar’s overall strategy and capacity and program integration, and represents the program of Solidar Suisse Lebanon in the respective working group meetings at national level, in coordination with the Acting Country Representative as well as the Project Coordinators.   Responsibilities Provide guidance and oversight to the ongoing projects in the sectors of Basic Assistance including UCA, Shelter, WASH and Social Cohesion  and any upcoming project sectors, including direct supervision of the Project Coordinators, development of training and capacity building for team members, curricula development, and other technical capacities. Oversee the Hygiene Education team, ensuring that HP activities are integrated through the three components and coordinated effectively. In coordination with the ACR and Finance Manager (FM), review overall project workplans and budgeting for field activities associated donor requirements and provide guidance to the Project Coordinators (PCs) and their expected delivery requirements. Review project reporting schedules, templates, and requirements, and guide the PCs in their fulfillment of these requirements to Solidar Suisse and donor standards in reporting. Lead the development of short and long range plans for delivery of project services, and provide guidance to the PCs in management of immediate and future strategies for effective project impact. Review program monitoring and evaluation systems and record keeping methods that support internal, interagency, and donor reporting. Provide a summary of recommended areas of improvement, and lead an action plan with the ACR, PCs, FM, Operations and M&E Department to evolve and make positive systems improvements. Review and Evaluate Solidar’s projects portfolio Provide feedback and mentoring to PCs to help them to develop their project management, team leadership, logistics planning, reporting, and systems capacity. In coordination with the ACR and PCs, Represent Solidar’s multisectoral program with donors, partners, and other stakeholders. In cooperation with the ACR and PCs, lead and coordinate program and proposal development and strategy development efforts.   Required Qualifications This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. 5+ years of relevant experience leading/managing/directing multi-sector humanitarian assistance or development programs (experience in Basic Assistance, Shelter, WASH, Social Cohesion preferred) Sound knowledge of the humanitarian system and situation in Lebanon; Graduate degree in relevant field or Bachelor’s degree with commensurate work experience. Fluency in Arabic and English, including strong English writing skills Excellent time management skills with a demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently. Strong analytical, organizational, and strategic planning skills with an ability to think critically and creatively. Nuanced interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues. Experience directing large teams and empowering others to lead. Ability to work effectively in a fast-paced, stressful environment. Must be flexible, willing to perform other duties and work irregular hours.
