Safety & Security Officer

Competencies: Ability to work independently and with a strong leadership High level of all aspects of managerial experience Sense of diplomacy and negotiation Ability to operate effectively in a stressful environment Ability to organize and prioritize tasks Flexible and adaptable   Responsibility #1: Assets Management Ensure the security and the follow-up of the equipment used on the CIL mission (identification, inventory, affectation) Ensure the security and the follow-up of the communication on the CIL mission1 Assist managers enhancing standards in relation to safety and security Ensure anti-virus software is installed on all PCs and updated (at least monthly) and that all finance and programs data is systematically backed up Organize and circulate relevant safety and security information to the staff and provide an opportunity for employees to voice Safety and/or Security-related concerns. Ensure timely and accurate reporting of safety and security incidents Responsibility #2: Representation  In charge of negotiation and relationship with local and administrative authorities in his fields of responsibilities Participate to security and in information meetings Represent CARE International and coordinate amongst all actors (state, military, UN, NGO, etc) on all matters pertaining to safety and security Develop a network of contacts among local actors to facilitate CARE work and enhance the security of its operations. Coordinate training in safety and security ensuring that staff have the necessary equipment and are trained accordingly. Ensure that all incoming visitors receive a security briefing and information . Responsibility #3: Security and Safety Management Develop and implement team security measures through the security & safety plan and tools in collaboration with the Country Director, HQ and the Regional Security and Safety Manager. Ensure regular update of the security plans country wise and per intervention locations after regular monitoring and evaluation of the security situation.    Train teams in safety rules and procedures and ensure teams are respecting them.  Perform security risk assessments or evaluation missions to the field and regularly review safety and security procedures. Participate to security and safety meetings and share capital information with the CD. Supervise and enforce (including disciplinary action where necessary) compliance safety and security standards and procedures.
