Protection Officer Assistant (National) - Case Management (Cm)

General duties and responsibilities Supports and coordinates the implementation of case management activities (CP and PwSN) in Bekaa (Qab Elias, El Marj, Majdal Anjar, Ghazze, Rashaya) by the CM teams, in particular the identification of cases, the assessment of cases, the referral of cases and develops trend analysis as well as disseminate information according to UNHCR standards in Protection work. Ensures the correct and overall supervision of the caseworker teams.     Case Management (CM) Monitor and supervise the process of identification of CP and PwSN cases by the caseworkers (CW) In coordination with the ROV Coordinator ensure close and smooth cooperation between the ROVs assigned in each areas and CWs for the prompt assistance to PoC. Supervise the activities related to individual CM for PoC in the intervention location in accordance with all CM steps and related tools and procedures. Support the management of a pool of case workers in their daily activities; ensure distribution of tasks within the teams. Supervise the correct documentation and compilation of CM forms in accordance with all CM steps and related tools and procedures. Ensure that all high risk cases are addressed immediately and shared with the direct line manager for possible intervention. In collaboration with the line manager, work closely with the other organizations in order to ensure smooth referral and monitoring of required follow-up actions. Hold regular CW mentoring and coaching sessions based on identified needs and gaps. Organize CM meetings with service providers when needed. Provide ongoing support to the CW in the area of intervention, ensuring proper and timely information flow, supervision and advice in complex cases. Communicate regularly with the CW teams for updates on achievements and challenges. Undertake field visits to provide technical guidance and supervision as well as regularly monitoring of the progress of the protection project activities. Collaborate closely with the PM/LA team (protection monitors, legal team) and the CS team (social workers, volunteers, community mobilizers) in the field and at the community centres to enhance possible synergies Collaborate closely with the psychologist to monitor the proper psychological assistance (counseling/PSS) of the severe cases by INTERSOS or the referral to other actors Any other relevant SGBV,CP and PwSN activities as required.   Monitoring & Reporting With support of the Information Management officer and the reporting officer supervise/revise/update on a weekly basis the correct integration of all relevant information on PoC cases (including those contained in hard papers) into the case management system (case tracking sheets) as well as into the database of INTERSOS and Activity Info and its transmission to UNHCR, including follow-up and actions taken. Ensure accurate quality reporting on the activities reported under the protection program, in close collaboration with the Information Management officer and the reporting officer, feeding into weekly and monthly reporting to be prepared by the Protection Officer CM and the Project Manager. Contribute to the drafting of internal/external reports (weekly/monthly/and quarterly) according to INTERSOS and donors requirements ensuring that reports are of a high quality and submitted on time. Support the Protection Officer CM in the elaboration of trends and protection situation analysis on a regular basis. Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention. Area Coordination Ensure a permanent monitoring of the CM teams' activities. Liaise weekly with the protection monitors to ensure that caseworkers provide feedback regarding the cases that monitors identified and referred for case management. Ensure coordination between the case workers and the monitors and, in order to improve quality of cases, keeps track of the numbers versus quality of cases identified by monitors Support the staff teams through the development of a technically sound (monthly & weekly) work plan consistent with the goals and objectives of the project. Organize weekly/monthly meetings to plan activities with the projects’ teams. Ensure the referral mechanism system is known by UNHCR Teams, properly applied and monitored. Ensure timely and quality implementation of the work plan, in coordination with field teams. Ensure smooth communication and coordination between the CM teams. Strengthen coordination among the CMand PMO teams, ensuring that there is a comprehensive link and mainstream between the different project components. Participate in the recruitment of projects staff and provide objective feedback with regards to staff performance (evaluate performance and delivery against job descriptions), expectations and areas for growth and professional development. Ensure the team in the respective area are working effectively together, mitigate in case of tensions and conflict and report immediately on HR related issues Maintain good working relations with key actors amongst the refugees from Syria and Lebanese host community local authorities. In coordination with the teams, ensure that a weekly expenditure planning is prepared and timely delivered to the Protection Officer CM, Protection Officer PM/LA and then to Project Manager including expected costs for: Cost to deliver/implement activities Any related costs for Cash Assistance to PoC. Any related costs for awareness activities Coordination & Representation Develop and maintain effective working relationship with stakeholders including partner agencies, community leaders and service providers in the target areas for prompt referral, follow up and information sharing. Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services. Proactively participate in protection and relevant INTERSOS coordination meeting at the national, regional and district level. Liaising with field-offices of humanitarian agencies and coordinate with UNHCR Sub-Office to ensure field concerns and challenges are brought to relevant stakeholders. Manage and join field staffs in monitoring protection issues affecting refugees from Syria and Lebanese host population. Provide written feedback about protection incidents, issues and aid-related community-conflicts to the UNHCR partner. Build the capacity of local actors and key community members (such as the refugee community focal points/ ROVs) on identification and referral of CP and PwSN cases; Program Development Contribute to the development of activities in relation to CM and PM, and other protection-related activities.
