Civil Engineer Consultant (Cec2/sl/utl)

Within the framework of the initiative promoted in Lebanese public schools in South Lebanon (Tyre, Saida and Nabatyeh areas), in support of people affected by the Syrian crisis and funded by the Italian Cooperation, TDH IT is looking to hire a consultant civil engineer in order to coordinate and supervise the rehabilitation of 7 public schools and provide technical support to the Management of the organization. The intervention will target 7 schools in need of rehabilitation in the areas of Saida and Nabatyeh. The main works to be implemented involve urgent WASH works, roof isolation and weather proofing, safety, etc. The Civil Engineer consultant will guarantee TDH IT the needed technical support to implement overall technical supervision and certification of required standards.  Main duties and responsibilities Update of the already conducted technical assessment and drafting of the detailed BOQ for each school; Conduction of the necessary field surveys and drawing of the relevant rehabilitation projects; Definition of the work plan; Preparation of the procurement procedures in order to select an appropriate contractor(s) in coordination and under the supervision of the Project Manager; Preparing forthrightly reports to the project management about the overall progress of the rehabilitation; Responsible for approval of installment payments to the providers according to the rehabilitation works’ progress; Quality control of the material to be used for rehabilitation, in compliance with national standards for public facilities; Modification of the rehabilitation projects throughout the construction period according to the actual situation on the field if needed, in compliance with TDH IT and donor’s procedures; Supervision of the rehabilitation works; Responsible for the daily relations with the contractors; Support TDH IT in the overall technical supervision of the rehabilitation program; Preparation of handover certificates, technical approval of the rehabilitation works and of the technical documentation, including collecting data and/or information related to following up and approval; Technical support to TDH IT  management in finalizing agreements among the concerned actors; Supporting TDH IT Management in performing regular site supervision in the schools. Coordination Beyond the coordination with the Project Manager, the Engineer might be requested to attend specific meetings with donors and other stakeholders that involve a technical level. Qualifications and skills: Master degree in civil engineering; At least 5 years of Works sites experience; Excellent communications and computer skills; Excellent knowledge of English and Arabic languages, both spoken and written; Knowledge of the Italian language would be an asset; Proven good knowledge of Autocad; Very good knowledge of Microsoft Office package; Valid Driving License and ability to move autonomously; Ability to work both independently and as a team member; Ability to work in different cultural environments; Previous experience in working with national/international NGOs, in school rehabilitation program is an assets, that should be clearly indicated in the CV and motivation letter.
