Senior Field Assistant – G5 – Tri019 - Tripoli

  The Senior Field Assistant is part of the Field Unit in UNHCR North Sub-Office, Lebanon, and based in Tripoli. The Senior Field Assistant is supervised by the Field Officer and performs a variety of functions related to Field activities within the office. To fulfil this role, the Senior Field Assistant, and all Field Unit staff, are required to spend a substantial percentage of their time working outside of the office, building and maintaining networks within communities of persons of concern. The Senior Field Assistant might be requested to conduct field monitoring activities, counselling persons of concern, following up on individual cases, collecting meaningful data and supporting other units to design and implement activities in the sites habituated by persons of concern, providing timely reporting on the field trends. The incumbent keeps regular internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor. It is crucial that the incumbent is aware of the sensitive environment in which he/she will be operating, and that he/she acts accordingly Accountability(key results that will be achieved) - UNHCR’s protection policies, standards and doctrine are consistently and coherently applied. - Persons of concern to UNHCR are adequately received in the office, treated with dignity, kept informed and encouraged to participate actively in matters relating to their protection. - The specific needs and protection issues facing persons of concern are identified in an accurate and timely manner. Responsibility (process and functions undertaken to achieve results) - Meet authorized personnel at designated field locations, travels with them and serves as a guide; - Act as interpreter in the exchange of routine information, contributes to related liaison activities and responds directly to routine queries; - Collects data and other information on development and/or subject-matter activities of the country or area; - Follow up, on a regular basis, the overall situation in refugee settlements and other areas where refugees have been accommodated; - In co-ordination with the local authorities, monitor the implementation of UNHCR assistance in refugee settlements and assist local implementing partners in matters pertaining to the well-being of refugees; - Assist supervisor in planning, formulating, and evaluating projects; - Perform other duties as required. Authority (decisions made in executing responsibilities and to achieve results) - When counselling persons of concern, decide on the content of information and advice to be shared.

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.

- Completion of the Secondary Education with post-secondary training/certificate in Business Administration,
Law, Political Science, Social Science or related
- At least 5 years of related work experience.
- Excellent knowledge of Arabic and English. French is an asset.
- Strong drafting and analytical skills
- Excellent organization, communication and advanced computer skills
- University Degree is a plus, with minimum 3 years of experience
- Experience in Working with Refugees or other Persons of Concern
- Experience in working in Field Locations
