Main Objectives
With the support and supervision of the Field Activities Coordinator (FAC), Project Manager Assistant (PMA) and the Project Manager (PM) , the Community Mobilizer (CM) is responsible for the correct and efficient implementation of the project’s community mobilization activities and awareness activities in the assigned area.
General duties and responsibilities:
- Promotes, facilitates and encourages the achievement of the planned objectives.
- Ensures that INTERSOS activities are non biased, neutral and inclusive of all actors present in the project areas.
- Coach on the job youth in the Peer to Peer (P2P) programme and coordinate with them the activities;
- Ensures Community Mobilization through coordination meetings and discussions;
- Works directly in the field with institutions (municipalities and SDCs), other INGO/NGO and the whole communities (refugee and host) of the project locations he/she is allocated to.
- Facilitates, collects and reports information regarding the overall situation of the children, youth and their families.
- Support and assist her/his colleagues, when needed and requested, in the implementation of other project activities (ex. Informal Skill Trainings, Youth group activities).
- Supports and assists in the network mapping of services available for children and family in the locations he/she operates in.
- Ensures a strict adherence to INTERSOS Internal Rule, Code of Ethics and Child Protection Policy including respect for confidentiality.
- Be available for eventual training provided by INTERSOS or other organizations.
Specific duties and responsibilities:
Outreach Activities:
The Community mobilizer is:
- in charge to conduct the outreach component of the project and to ensure the community mobilization;
- in charge to present the project activities to the local institutions (municipalities and SDCs), NGOs/INGOs present in the field and the communities in order to keep the contacts, create synergies and have updated data on the communities;
- in charge of creating a mutual trust with the beneficiaries and to be the link between INTERSOS and the community;
- responsible of arrangement, coordination and delivery of community awareness raising activities, on a daily base, on child protection issues, GBV issues, WASH issues, life-saving information and services available and any other topic suggested or validated after proposal;
- responsible of the collaboration with NGO/INGOs in the organization of jointly awareness sessions;
- responsible to the collection of data in the field during the awareness session and in occasion of assessments and survey;
- responsible to plan and implement non-food items distributions (where requested);
- in charge to trainee the youth in the P2P programme, organizing with them the activities in the field and supervises them;
Other activities:
The Community Mobilizer is:
- responsible to participate in the organization and implementation of other additional activities of the project when needed and requested (ex. community days, events sharing, Informal Skill Trainings, Youth group activities)
- assist in the production of a referral pathway tool, clearly identifying both formal and information child protection resources in the community.
Case Management:
- If needed and according to the protections criteria, the CM refers children and families to Case Workers.
Administration:
- Contribute to draft the weekly liquidity plan with the expenses to be done for the awareness activities
- In case of expenditure provide proper documentations (receipts, quotations etc…).
- Signs daily attendance sheets.
Reporting:
- Provide a monthly plan with scheduled villages’ visits, to share in advance with the Field Activity Coordination, the Porojet Manager Assistant, the Project Manager, relevant institutions and the communities.
- Provide weekly report of the activities to the FAC, Assistant PM and PM;
- Provide monthly reports of the activities realized comprehensive of i) feedback from the field, ii) success story, iii) lesson learnt, iv) difficulties, v) suggestion on how improve the activity and vi) collaboration with other NGOs/INGOs and institutions (etc) according to the internal format.
- Provide data for the monthly monitoring tools according to the internal format
Meeting:
- Be available for participates in meeting in the regional center (Zahle) or in the INTERSOS office in Tyre or Beirut with other program staff as required.
- Be available for taking part in trainings and workshops when approved by the Project Manager
- Meets with other staff on a weekly and monthly bases
Qualifications:
- Advanced Diploma in Community Development or Social Work;
- At least one year work experience in community development position;
- Experience in the use of community participatory methodologies in emergency operations;
- Experience in awareness on GBV and CP issues;
- Strong organizational skills;
- Strong interpersonal skill and communication skills;
- Good command of verbal and written English;
- Good knowledge word and excel;
- Driving license holder;
Any change to the proposed activities should be discussed with the INTERSOS office in Tyre.
A high degree of flexibility on the part of all staff is expected in order to respond to the ever-evolving situation. This job description may change based on the situation in the field. He/she can be asked required to perform other related duties as identified by his supervisor.
He/she knows INTERSOS Chart of Values, Code of Ethics, Child Protection Policy and the SOPs for the use of cars.
