Human Resources Officer

Job title Human Resources Officer   Country Lebanon   Duty station Beirut, Mount Lebanon, with frequent visits to Zahle, Bekaa, and Sour, South Lebanon   Job purpose The Human Resources Officer ensures execution of transparent and efficient Human Resources services. The Human Resources Officer promotes a collaborative, client-oriented approach and supports to the maintenance of high staff morale.   The Human Resources Officer works in close collaboration with the operations, programme and projects' staff within INTERSOS Lebanon for resolving complex Human Resources-related issues and information exchange.   Work plan schedule Initially until December 31st, 2015, with the possibility of extension based on performance and availability of funding.   Starting date September 1st, 2015   Ending date December 31st, 2015   Reports to Head of Mission, with technical supervision performed by the Country and Administrative Finance Officer   Key objectives and duties Ensures administration and implementation of Human Resources strategies and policies focusing on achievement of the following results.   Human Resources business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Human Resources management in consultation with the direct supervisor and office management, control of workloads of the supervised staff; Provision of information to the management and staff on strategies, rules and regulations. Support Programme department with data-entry and information management upon needs and requirements;   Administer employee files and records in order to ensure accurate payment of salaries, benefits and allowances.   Document new employees; Establish employee files in the computerized accounting system; Verify and report on benefits payments; Maintain the leave management system; Verify annual leave records; Submit remittances; Prepare separation documents for terminated employees; Maintain confidential employee files.   Administer the monthly payroll in order to ensure that employees are paid in an accurate and timely manner.   Setup employee files; Verify and code timesheets and hours worked and submit a monthly attendance sheet to finance and admin coordination; Calculate employee salaries, deductions and contributions; Enter payroll information into the computerized accounting system; Update leaves and holidays; Prepare, review and file payroll summaries, journals and reports; Ability to deal and coordinate with social security and Income Tax Departments if applicable (pending registration); Legal statements and formalities knowledge, through INTERSOS lawyer per Lebanese law.   Provides Human Resources services focusing on achievement of the following results   Implementation of recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels; Input and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivities, recoveries, adjustments and separations; Maintenance of the staffing table.   Perform other related duties as required.   Experience Educational and professional experience:   University Degree in Human Resources, Business, Public Administration or similar area (a first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree); At least five years of professional experience, preferably in a multicultural environment.
