Assistant Registration Officer – Noa – Tyr005 - Tyr

  The Assistant Registration Officer functions under direct supervision of the Associate Protection Officer, who defines general work objectives and provides necessary advice and guidance. As of mid-2015, it is envisioned that the Assistant Registration Officer will take overall responsibility of the unit. The Assistant Registration Officer will supervise registration and reception staff. The Assistant Registration Officer is responsible for managing all aspects of registration activities in the South, including overseeing multiple registration points and mobile registration/renewal missions, scheduling systems, referrals to other units and other humanitarian partners, coordination of activities with Government counterparts, and statistical and data management aspects of the operation Accountability (key results that will be achieved)   Ensuring access of Syrian and non-Syrian  refugees and asylum seekers to the registration processes in South Lebanon; The identification of vulnerable asylum-seekers and refugees and their referral to other units within the Office The office and/or implementing partners are informed of refugee statistics in an accurate and timely manner; Support registration staff in counseling and managing expectations of asylum seekers and refugees , approaching the registration center.   Responsibility (process and functions undertaken to achieve results)  The incumbent is responsible for providing analysis and for developing and coordinating plans for the implementation of registration activities for the Syria emergency and non-Syrian refugee caseload The incumbent will work with and co-ordinate with protection staff on registration activities and the referral to other units of cases with specific protection needs. The s/m will also liaise with programme staff on registration budgets and on statistics for assistance. Analyze and recommend appropriate registration strategies (including renewal of registration certificates, add-on) and methodology to meet standards; Determine appropriate technology required to implement strategies, for example eye scanning; Recommend plans, implement and monitor operational projects in regard to registration activities to ensure that provision is made for adequate resources; Undertake training of UNHCR and MoSA staff in registration methodologies, technologies and standards to enable them to conduct registration and to manage registration data on a continuous basis; Inform and advise staff on planned registration activities; review plans and requests to ensure that they are in agreement with standards; Coordinate registration activities between other UNHCR offices and mobile registration locations ensure standardization and consistency of data and its use; Ensure that statistics and other reports are produced on a timely basis; Contribute in the dissemination of mass-information to refugees through counseling and hotline ; Perform other duties as required. 2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.

- University Degree in Politics, Law (or related field with relevant experience)
- 4 years of relevant work experience
- Fluency in Arabic and English
- Computer skills: Advanced; Word processing, Excel; Basic Data Base
- Individual case management experience
- Familiarity with UNHCR registration standards
- Demonstrated strong organizational and interpersonal skills
- Good research and analytical skills
- Positive and professional attitude
- Maturity and leadership ability
- Ability to work independently while also able to work well with others
- Able to work under pressure and with frequent deadlines

2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

-Previous experience in UN/UNHCR.
- Additional work experience in Int. Human Rights Law desirable
- Good knowledge of Progres (HCR database for reintegration of refugees, returnees and displaced persons).
- Experience in managing programme related to standards and indicators.
- Completion of UNHCR learning programmes or specific training relevant to functions of the position
- Knowledge of another relevant UN or local languages.
