Objectives The main purpose of the Innovation Developer SSA is to support the innovation team in Lebanon to produce additional features and support to the many information systems (IMS) that are being used in country. The consultant will be required to implement new features and improvements to the online partner-tracking and trip management tool called EquiTrack:https://github.com/UNICEFLebanonInnovation/EquiTrack
Background A UNICEF scoping mission to look at strengthening emergency response and programming in June 2013, identified the urgent need to invest in innovations (such as Rapid SMS and other innovative technologies) to help accelerate positive results for children and women, particularly in the areas of health and education for UNICEF Lebanon.In November 2013 UNICEF Lebanon hired a technologist to start a few key innovation projects to help manage data and information related to UNICEF Lebanon’s partner activities on the ground. This lead to the creation of the partner tracking and monitoring platform called EquiTrack and its related features.In February 2014, EquiTrack was launched in the Lebanon Country Office (LCO) and staff began to use the system to manage PCAs. In August 2014 a new trip request and reporting system was launched office wide to replace two paper-based systems allowing all trip related activity to happen online. EquiTrack has since been nominated as the foundation for an organisation wide roll out as part of a suit of “e-tools” for planning, monitoring and reporting of partnerships and results for childrenScope of work Technical implementation and continued development of EquiTrack and its built-in trips system called EquiTrip. Support the Innovation Specialist and other team members working on the EquiTrack platform including other national consultants such as the App Developer SSA as needed. In particular help support and deliver the following major enhancements for EquiTrack:
Activities Expected Outcome: Integrate EquiTrack with VISION: Assist Innovations Lead to integrate data available in the cooperate SAP system called VISION into the available fields in EquiTrack Timeline: Month 1Expected Outcome: Implement DCT to Government tracking: Implement the ability to able to track and monitor partnerships with government where DCTs are made and results tracked against themTimeline: Month 2Expected Outcome: Implement quality assurance tracking: Implement features to allow LCO to track quality assurance activates for HACT compliance Timeline: Month 3Expected Outcome: Implement Supply monitoring in EquiTrack: Implement tracking of supplies at the PCA level Timeline: Month 4Expected Outcome: Integrate with the activity info API Use the new: ActivityInfo API to extract monthly partner reports Timeline: Month 5Expected Outcome: Build partner portal for quarterly reporting: Partners are able to report at an online reporting portal on a quarterly basis Timeline: Month 6
Deliverables and Schedules 1)Continue to develop new features and improvements to the online partner-tracking tool called EquiTrack:https://github.com/UNICEFLebanonInnovation/EquiTrack2)Support, technically, other national innovation consultants such as the app developer SSA.3)Be present in the office at designated desk from 9am to 5pm every day during standard working days Timing 6 Months (August/September 2015 to January/February 2016)
Reporting Requirements Monthly reports that illustrate progress against the deliverables (as per the work plan) due at the end of each month.
Profile Requirements•Advanced university degree (Master) in Computer Science or related field such as Information Technology, Information Systems or other engineering discipline, with at least two years of relevant work experience.•A first university degree (Bachelor) with at least four years of relevant experience can also be considered.•Excellent understanding of web application development in Python (version 2.7) and Django application framework (1.6+).•Strong knowledge of Javascript, HTML5, CSS3 and Git (with Github).•Good understanding of responsive design across different clients and screen sizes.•Background experience with the UN is desirable.
Administrative Issues Supervisor and certifying officer: Innovation SpecialistIt is a full-time consultancy. The consultant will be based in UNICEF Office in Beirut.Travels required for the assignment will be organized and supported by UNICEF.Each payment is subject to the receipt of:-approved report and deliverable, and-a certified invoice.The consultant has to provide with his own laptop and UNICEF will provide necessary equipment as per the UNICEF regulations.
