External Evaluator (Shelter Program)

We are looking for a highly qualified candidate to support learning and programme development through the comparison of modalities in terms of cost efficiency, appropriateness, and sustainability within the context of the restrictions on Shelter interventions in Lebanon. Who are weDRC is an international non-governmental organization (NGO), which provides protection and promotes durable solutions for refugees and displaced people worldwide suffering from the effects of war and humanitarian crisis. We operate in more than 30 countries servicing over 1.5 million people. DRC established its operations in Lebanon in 2004 with the objective to provide protection to the Palestinian refugees and later on extended its activities to education and livelihood support. Iraqi refugees and Migrant Domestic workers have also been assisted similarly in the past years through local NGOs.Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North, East (Bekaa valley) and South of Lebanon. The DRC response is designed around 4 major sectors: Food/NFI distribution, Protection, Shelter and Livelihood support.For further information about DRC, please refer to our website: www.drc.dk Duties• Identify and evaluate the strategy, response objectives, and implementation modalities of the Shelter response in Lebanon; • Review and compile achievements of the DRC Shelter programme and key challenges faced by field and support units during implementation;• Review findings of the DRC Shelter audit report and assess impact of results on Shelter programme implementation;• Evaluate and compare Shelter intervention modalities using OECD criteria in terms of GoL restrictions on Shelter programming in Lebanon;• Provide recommendations for development of Shelter intervention projects and roles/responsibilities of various DRC Lebanon sectoral departments throughout project cycles. The external evaluator is responsible for the timely delivery of the following evaluation products:• An Inception Report • Based on the desk review, the report will outline the evaluation scope, objectives, and work plan for undertaking the evaluation – including methodology and timelines for all deliverables;• A presentation of the major findings and recommendations of the evaluation to internal and external stakeholders • A Draft Report Articulating key findings of the research questions, evidence base, conclusions, lessons learned, and recommendations for future Shelter programme and project development;• A Final Report that incorporates comments from the Evaluation Manager and Evaluation Steering Committee, alongside a response matrix detailing how each comment was handled in the revising of the draft report About you• Advanced qualification or equivalent experience in Architecture, Civil Engineering, Shelter Response in Emergencies, or similar;• An advanced knowledge and working experience in the Shelter programme/strategy in Lebanon (including Shelter Working Group, GoL policy restrictions on Shelter/Camp assistance, implementation SOPs of SWG and major Shelter response organizations);• Knowledge and working experience in Lebanon and other urban Shelter response settings;• Ability to work independently and achieve quality results with limited supervision;• Familiarity with the Syria emergency response preferred;• Excellent command in written and spoken English, Arabic an advantage.
