Project Coordinator

The Welfare Association (WA-UK) was registered with the Charity Commission of England and Wales in 1993 (Registered charity number No. 1020238) and works to support some of the most marginalised Palestinian families and communities in the West Bank and Gaza and in the refugee camps and gatherings of Lebanon. The Welfare Association works in close co-operation and consultation with local partners and methodically identifies local communities’ needs and priorities to maximize the benefits from the available funding resources. Working in close coordination with local NGOs, WA has been implementing projects in the Palestinian camps and gatherings of Lebanon for over three decades. Programmatically, WA focuses on the sectors of health, education, economic development, art and culture as well as emergency relief. Welfare Association is in the process of implementing a project entitled “Skills4Life”. This project is funded by the European Union (EU). The specific objective of this project is to provide non-formal education services to youths at risk of dropping out from schools in Lebanon. This project is carried out in partnership with two other organizations, ULYP and INJAZ.   The current project coordinator is leaving the country and Welfare Association is seeking applications for a project coordinator to manage the project till the end of its duration on 31/12/2015 and through the reporting period (29th February, 2016). The successful candidate will have the opportunity of continuing with Welfare Association on other projects after the finalization of this project.   Reporting to:  Programs Manager   Tasks: Regular technical and administrative monitoring of the project component(s) under implementation. Supervision of the activities as scheduled in the project documents and coordination of the activities directly implemented by partners. Participation in regular coordination meetings with implementing partners, the donors and other international and local agencies Managing and controlling all financial aspects of the project, as well as overseeing the financial reporting of the implementing partners in accordance with EU regulations. Supervision and facilitation of needed logistics for visits and local travel. Maintaining excellent relations with stakeholders internally and with partners, beneficiaries and, the donor’s representatives. Monitoring the organization and implementation of an end of the year project review conference to be organized by one of the implementing partners. Supervising the program and project implementation through: Maintaining regular contact with beneficiary organizations and conducting regular field visits to program sites in Lebanon in order to interview and maintain contact with beneficiaries. Soliciting and reviewing technical and financial reports from beneficiaries in adherence to EU regulations, and following up on issues needing further clarifications or additional supporting documents. Monitoring the implementation process to ensure the achievement of program / project deliverables in terms of cost, time and quality. Ensuring proper program and project closure including the design and implementation of internal and external program evaluations. Reporting:  Compiling full narrative and financial reports to both the Welfare Association officers and the Delegation of the European Union to Lebanon according to required EU formats and procedures. Support the Programs Manager in identifying and developing new project proposals in the education sector Assist in reporting for other projects funded by external donors when requested. Qualifications and Background A minimum of a Bachelor’s degree in Education, social studies or relevant field; Previous experience in project management; Computer skills (Excel, PPT, etc) Full fluency in English (spoken and written). Fluency in spoken Arabic is preferred.
