GENERAL RESPONSIBILITIES
The Area manager is in charge of the implementation of all WaSH activities in a given geographic area, including staff management and liaison with other departments and sometimes external stakeholders. He/She will also take part in reporting and in the development of new WaSH projects.
SPECIFIC OBJECTIVES
Objective 1: Within geographic area of responsibility, to manage all aspects of WASH programme intervention. (Project Cycle Management)
In coordination with the WASH Programme Manager, to understand and implement the donor requirements for each location.
To ensure the correct materials for distribution to beneficiaries are requested from the Logs / Procurement on time and in correct quantity and quality.
Supervision of WASH activities within the area.
To ensure the correct level of service delivery is made to all beneficiary households. These services include water trucking, desludging and solid waste collection among other WASH interventions.
To ensure that beneficiary communities receive effective hygiene promotion and behavioural change communication to support and reinforce their good hygiene practices.
Follow up budget progress related to procurement requests on a monthly basis in collaboration with Log and Admin Departments.
Follow up Activity Progress (APR) in a monthly basis.
In collaboration with the Programme Manager, to ensure the various donor budgets are correctly allocated to specific locations and activities.
Objective 2: Within geographic area of responsibility, to manage the staff implementing the WASH programme
To line manage all staff in the WASH team within the geographic area of responsibility. To support the staff in planning and implementing the WASH programmes.
To identify and make recommendations on development and capacity building opportunities and needs for the staff. To train and mentor staff as needed
To maintain good motivation and discipline among the team.
Objective 3: Development of materials and working methods
To review the needs and opportunities for enhanced working methods for distribution of all WASH items. Make recommendations to WASH Expert and Programme Manager related to budgetary reality
To review the needs and opportunities for enhanced service provision of water supply, waste water and solid waste removal. Make recommendations to WASH Expert and Programme Manager related to budgetary reality
To review the impact of the hygiene promotion and behavioural change activities. Identify enhanced materials and working methods to increase the impact. Make recommendations to WASH Expert and Programme Manager related to budgetary reality.
Objective 4: Reporting
To make regular written, data and verbal reports to the WASH Expert and Programme Manager on programme implementation, donors and working groups when required.
To review regular written, data and verbal reports from Field Supervisors
To contribute to donor and formal internal/external reporting as requested.
Objective 5: Support the development of new programmes and proposals for donors
On request from the WASH Expert or Programme Manager, to support the development of new programme proposals and programme concepts and activities
Objective 6: Participation to stakeholders’ coordination
On request, to participate in meetings with the relevant stakeholders concerning WASH Sector.
Represent ACF in working groups, discussion fora and Inter-agency WASH coordination meetings as required.
Objective 7: Others
To ensure full accountability of all aspects of programme implementation
In collaboration with the ACF Bekaa Security Focal Point, to monitor and follow up, all security reports and report all incidents
To support the Monitoring and Evaluation unit to monitor all aspects of the programme regularly. To support the opportunities for programme and staff learning from this monitoring
KNOWLEDGE, SKILLS AND CAPACITIES
Essential to have knowledge of WASH interventions;
Minimum 2 years’ experience of NGO project management;
WASH experience in a development, emergency or post-conflict setting with a good understanding of water, sanitation and/ or solid waste management and Hygiene Promotion;
Excellent people skills and the ability to work collaboratively with people from diverse backgrounds
Ability to self-motivate and work autonomously within the scope of the role.
Agreement with the principles, Charter and objectives of ACF
Excellent computer skills particularly in Excel, Microsoft Word, Power Point
