Programme Support Officer   Location Lebanon Field Office Type of Appointment Fixed Term – Three years Deadline for Application 08 August 2015 Vacancy Announcement Number 29/2015 Grade 16 Department/Division Office of the Director – Programme Support Office   MAIN RESPONSIBILITIES In accordance with Agency policy and procedures, the incumbent: (A)    Supports and assists D/DUA and FPSO in the planning and implementation of quality programmes and projects in Lebanon Field within the context of UNRWA’s Strategic and Programme framework; provides input into and supports implementation of Lebanon’s six-year Strategic Plan; assists in building Field capacity to assess, plan, implement, monitor and evaluate Field programmes and projects, and to maximize cohesion between programmes; (B)    Provides hands-on support to the Programme Support Office in maximizing programme efficiency and impact for the benefit of Palestine refugees in Lebanon; contributes to the practical application of best practice in programme, project  and financial management in Lebanon, including activities in relation to Lebanon Field’s humanitarian response; facilitates practical implementation of results-based management of programmes and projects, including utilization of evidence-based planning, logical frameworks and the practical application of inputs, indicators of impact, outcomes and outputs; (C)    Supports FPSO in providing guidance to the Office of Field Director and senior managers with a view to achieving high quality and impact of LFO programmes and projects; contributes to capacity and skills building in the fields of ERP and PCM; (D)   Assists the D/DUA and FPSO in directing and coordinating   programmes in the Field, including Health, Education, Relief and  Social Services, Infrastructure and Camp Improvement through the practical application of an integrated and cohesive project management framework; assists in assessing programme needs to creatively adapt and ensure continuity and impact of programmes in Lebanon; (E)    Performs such other duties as may be assigned   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional A university degree in management, public policy, business administration, social sciences, or any related subject.   (B)   Experience Six years of related professional experience in the field of programme and project management, particularly in connection with ERP, project implementation, financial management and budgetary oversight.   (C)   Language        Excellent command of written and spoken English and Arabic.   (D)   Competencies i)    Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; proven ability to function harmoniously in an environment with multiple supervisors and knowledgeable senior local staff; ii)   Ability to plan and prioritize own work, work well under tight deadlines and handle multiple concurrent activities; iii)  Positive attitude and strong analytical, interpersonal and communication skills; iv)  Proven ability to exercise the initiative and resourcefulness necessary for prioritizing multiple clusters/components; v)   Comprehensive understanding of ERP system and implementation; vi)  Demonstrated skills in financial tracking and monitoring; vii) Proven ability to provide staff training.   DESIRABLE QUALIFICATIONS Knowledge of UNRWA rules and regulations.   CONDITIONS OF SERVICE Salary: Monthly basic salary L.L. 2,441,642. - PLUS 34.31% SOA (Special Occupational Allowance) Contract Duration: Fixed term –Three years. Holidays: 30 days annual leave Dependency allowance: Dependent spouse: L.L 60,000 per month     Dependent child: L.L 33,000 per month Pension:  Provident Fund contribution   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   RECRUITMENT PROCESS The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles.
