Protection Assistant (Detention) - G4 - Mtl069 - Mount Lebanon

The incumbent will make a substantial contribution in enhancing the protection environment for detained asylum-seekers and refugees by 1/ registering Syrian and non-Syrian asylum-seekers and refugees in detention, 2/ identifying their specific protection needs and refer to other functional units within UNHCR and to partners as needed and 3/ liaising with Lebanese officials and 4/ updating available databases and templates as needed. The incumbent will furthermore assist in obtaining releases and coordinate with lawyers and other implementing partners. The incumbent is required to visit all prisons in Lebanon and to work with individual asylum-seekers and refugees in these very difficult detention facilities.   2.2 FUNCTIONAL STATEMENT. The specific needs and protection issues facing persons of concern are identified in an accurate and timely manner. Persons of concern to UNHCR are assisted, treated with dignity, kept informed and encouraged to participate actively in matters relating to their protection. Conduct basic interviews with asylum seekers and refugees in detention. Counsel asylum-seekers and refugees in detention on UNHCR’s procedures, assessments and decisions. Ensure that asylum-seekers and refugees understand the procedures that they will go through and the reasons behind the decisions. Listens well and are able to provide sound counselling to asylum-seekers and refugees. Register and determine the status of refugees in detention according to the international standards. Liaise closely with prison, immigration and law-enforcement officials. Ensure fair treatment of asylum-seekers and refugees in detention. Keep track of detained refugees and asylum-seekers status records by regularly updating databases and templates. Provide input to protection reports and other reports as required. Any other function requested by the supervisor. As a member of the protection team and UNHCR Branch Office Beirut, contributing to enhance the protection space for persons of concern to UNHCR in Lebanon.  Authority (decisions made in executing responsibilities and to achieve results) Decide on prioritization and identify the most appropriate course of action in view of particular vulnerabilities of persons of concern Decide which persons of concern to interview. 2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.

- University Degree in Political Science, International Relations, Social Work or other related field.
- Minimum 2 years of previous job experience relevant to the function;
- Fluency in English and Arabic. French is an asset.

2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

- Knowledge of computer applications such as MS Word, Excel, Access. Familiarity with ProGres data base is a plus.
- Good communicator with strong interpersonal skills to deal with asylum seekers and refugees of different cultural and educational backgrounds.
- Ability to work under pressure;
- Appreciation of a multi-cultural environment;
- Empathy and social engagement;
- Excellent Drafting skills.
- Knowledge of UNHCR, refugee protection legal framework, in particular refugee status determination.
- Completion of UNHCR learning programmes or specific training relevant to functions of the position.
- Knowledge of another relevant UN or local languages or language(s) spoken by the refugees and assylum seekers in the duty station.
