Technical Designer (Orientation Package Design)

1)        Rationale Save the Children (SCL), as the lead member of a DFID-funded Education Consortium (including International Rescue Committee (IRC) and the Norwegian Refugee Council (NRC)), is working to coordinate and consolidate technical materials design for a new Orientation programme focussed on Basic Literacy and Numeracy (BLN) across Lebanon. Working across three regions of Lebanon (South, North/Akkar and Bekaa), the Consortium aims to provide out of school children (OOSC) with viable pathways and preparation for government-led formal school, and to assist with retention of children already enrolled.   The purpose of this consultancy is, therefore, to recruit a short term (30 working days) technical consultant for the review and design of the new BLN package. Partnerships and Teams will be considered   2)        Objective a)  To lead in the review and design of a new unified Basic Literacy and Numeracy package, closely aligned with the MEHE standards and learning objectives,  for the Education Consortium/IRC targeting (1) ages 6-8 and (2) ages 9-16 i)      Complete a full desk review of existing BLN packages developed by IRC, Save the Children and NRC, in addition to the MEHE Official Curriculum (Cycle 1 and 2). ii)     Analyze gaps in existing packages, as well as areas of technical overlap iii)    Map out a new curriculum outline (including competencies, themes, resources, activities and assessments on a quarterly basis), prepare student manual and teacher guide for: (1)  Age 6-8, 8 month BLN Cycle One (a)   Preparation for entry into grade one (2)  Age 9-16, 4 month BLN Cycle Two (a)   Preparation for entry into Accelerated Learning Program/Formal school (grade 3+)   3)    Methodology a)  Initial desk review of existing BLN packages from the three Consortium members, including: i)      NRC’s Youth Education Pack and Child Education Packs ii)     Save the Children Accelerated Learning Program Packs iii)    IRC’s Basic Literacy and Numeracy (Level 1 and 2) Packs iv)   MEHE Official Lebanese Curriculum (Cycle 1 and 2, Grades 1-6), focusing on learning objectives and outcomes at these grade levels for alignment of technical materials b)    Overlap and gap analysis of existing materials, based upon agreed-upon competencies and objectives c) Drafting of curriculum outline for Consortium approval (competencies, themes, resources, activities and assessments) for the two separate BLN packages (based on MEHE curriculum outline and standards) d)    Upon approval of curriculum outline, consolidation and finalization of student books and teacher guides for: i)      Age 6-8, 8 month BLN Cycle One package (including Arabic, math, science, PSS, second language) ii)     Age 9-16, 4 month BLN Cycle Two package (including Arabic, math, science, PSS, second language) e) Finalization and approval of packages by Consortium members/IRC   4)    Main Duties and Responsibilities a)  Conducting a desk review of existing packages b)    Based on desk review and allocated number of student hours, developing a monthly curriculum outline for the two separate BLN components c) After approval of curriculum outline, developing and consolidating materials for two (Level One and Level Two) student guides and teacher guides for BLN programs     5)        Qualifications Required a)     Masters in Education with specific and specialized experience in curriculum development and/or design (3 years experience minimum) b)    Experience working with CERD and/or MEHE in technical capacity c)    NGO experience with educational materials development/and or design (specifically for the Syrian refugee student/child population) d)    Fluency in English and Arabic   6)        Deliverables a)  A full desk review of existing BLN materials from the three agencies b) A curriculum outline (quarterly), based on two BLN curricula (Level One Age 6-8, 8 month/Level Two Age 9-16, 4 month) based on agreed upon competencies and objectives-please see appendix for specified subjects and duration c)  A unified student package and teacher package for the two BLN curricula, targeting student and teacher activities for the agreed upon package durations (8 months and 4 months)- please see appendix for specified subjects and duration   7)    Reporting line Reports to the Consortium Programme Director (SCL) with Consortium feedback (IRC, NRC)   8)    Work location(s) She/he will be housed at the SCL Beirut offices and/or offsite, as needed   9)    Schedule : Short-term contract (with deliverables
