Project Manager - Protection / Gbv (Gender Based Violence)

Job title Project Manager   Country Lebanon   Duty station Beirut, Mount Lebanon, with weekly visits to Sour, South Lebanon   Project Protection of vulnerable women and children from violence and abuse in Mount Lebanon and South Lebanon, Lebanon   Project summary This project aims at scaling-up existing programmes in Mount Lebanon and South Lebanon and to address the unmet needs for gender-based violence (GBV) prevention and response. Through the implementation of GBV case management services, it has been noted that specialized services - such as psychological support and legal assistance - are not always available for GBV survivors.   Due to the complex and high caseload - coupled with limited resources of specialized service providers - survivors face slow, limited or no follow-up for specialized services, even after being referred from case management agencies, such as INTERSOS: this prevents suitable support to survivors and risks deterring them from accessing crucial services.   INTERSOS aims at addressing gaps by hiring specialized staff including lawyers and a legal assistant to provide general counseling services and essential court representation for both GBV survivors, as well as women and girls at risk. INTERSOS implements already psycho-social support (PSS) activities - including life skill sessions - for women and girls. This activity will be implemented through skilled staff and local partners in the well-established INTERSOS’ Women Safe Spaces and Community Centers.   Job purpose In the framework of the above-mentioned project, the position is aimed at ensuring the proper and effective implementation of all activities planned to achieve the intervention objectives and expected results, including all related administrative and financial aspects, as well as at providing technical support to the Mission strategy and programme.   Work plan schedule Initial six months with possibility to extend according programme development, funding availability, and needs and priorities of the Mission.   Starting date September 15th, 2015   Ending date March 15th, 2016   Reports to Head of Mission, with technical supervision performed by the Protection Coordinator   Key objectives and duties The Project Manager is expected to use a participatory approach to identify needs, design, implement and facilitate activities which develop a sense of community and strengthen community support systems.   This position requires strong coordination with the different teams in Mount Lebanon and South Lebanon.   Programme:   Managing the project in line with the project document for the protection of vulnerable women and children from violence and abuse in Mount Lebanon and South Lebanon, Lebanon, over a period of six months. Preparing, managing and regularly updating the project activities work plan and related financial plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines. Coordinating with logistic, administration and finance units to procure all equipment, supplies, materials and services required to implement the project activities, ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures. Undertaking field visits to provide technical guidance and supervision as well as to regularly monitoring the progress of activities. Ensuring the integration of activities with other INTERSOS projects, as well as coordinating with other actors intervening in the same area. Preparing periodic project narrative and financial reports as well as other ad hoc reports, according to INTERSOS and donor requirements. Contributing to elaborate trends and protection situation analysis. Supporting the development, implementation and evaluation of the Mission strategy and programme. Representing INTERSOS in relevant thematic working groups as well as other coordination and ad meetings, as needed. Coaching of and assisting INTERSOS’ local partners in implementing the PSS component of the project (targeting girls).   Working relationships:   Establishing and maintaining collaborative relations with representatives from donors, local municipalities, schools, partners, workers, beneficiaries, and other stakeholders. Contributing to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.   Human resources:   In coordination with the Human Resources Unit, carrying out recruitment procedures for the national staff and consultants. Training, coordinating and supervising the national staff and evaluating their performance.   Other objectives and duties:   As requested by the Head of Mission, for the effective implementation of the project.   Experience Educational and professional experience:   Advanced degree in law, political science, international relations, social studies or similar area (a first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree); At least five years of professional experience, including in project management in a multicultural environment. Previous experience with NGO or international organization is an asset.   Technical competencies:   Experience in gender-based violence (GBV) and child protection (CP) prevention and response; Understanding of basic humanitarian principles and international minimum standards for GBV in emergency contexts (including the survivor-centered approach); Understanding of human rights and refugee rights; Understanding of the Lebanon Crises Response Plan (LCRP); Ability to set high standards for quality of work; Ability to manage human, technical, administrative and financial resources; Very good knowledge of Microsoft Office suite.   Behavioral competencies:   Ability to work both independently and to manage a small team; Good communication skills, both written and oral; Strong organizational and problem-solving skills with analytic approach; Ability to integrate and work well within multicultural teams; Ability to achieve results effectively, considering the need for speed, scale and quality; Ability to develop and maintain collaborative relationships Flexibility to adapt to fluid situations in order to achieve objectives; Willingness and commitment to work in the humanitarian sphere.   Other competencies:   Valid driving license and ability to move autonomously.   Languages Mother tongue Arabic; Fluency in English.   Salary Starting at USD 2,000 (net) plus transportation benefits, based on experience and qualifications.   Application process Interested applicants are encouraged to submit their curriculum vitae (with names and contact details of three references with a cover letter), no later than close-of-business on Friday, 04th September 2015, to intersos.mount.lebanon@gmail.com.
