Icla Project Coordinator

1.    BACKGROUND NRC has been present in Lebanon since 2006 and currently provides programming for Education, Shelter, Community Capacity Building, Legal Assistance and WASH.  Commencing in March 2012, the NRC Information, Counselling and Legal (ICLA) Programme in Lebanon has been providing assistance to refugees, mainly Palestinian refugees already in Lebanon and refugees from Syria (including Lebanese returnees and Palestinian refugees from Syria).  Currently, ICLA Lebanon has two main areas of work: (1) the Palestinian refugee response; and (2) the Syrian refugee response.  ICLA works closely with the other NRC Lebanon programmes and activities in order to build on existing relationships, encourage an integrated response, develop joint activities and benefit from NRC’s comprehensive understanding of the context. The ICLA project in Beirut/Mount Lebanon started in January 2014.  The ICLA PM for Beirut/Mount Lebanon will be responsible for the ICLA project in Beirut/Mount Lebanon and for representing NRC more broadly at field level. 2.    ROLE, TASKS AND RESPONSIBILITIES JOB PURPOSE Under the guidance of the ICLA Specialist, contribute to the fulfilment of the aims and objectives for NRC presence in Beirut/Mount Lebanon field area. Be responsible for the implementation of the ICLA project in Beirut/Mount Lebanon in the geographical area of duty, and contribute to the standardisation and quality of ICLA programming across Lebanon in liaison with ICLA technical and field teams. REPORTING TO The Project Coordinator reports to the ICLA Specialist as the immediate supervisor. TASKS AND RESPONSIBILITIES Budget and administrative responsibility for geographic and/or thematic areas as within the ICLA project identified by the ICLA Specialist. Responsible for implementing ICLA projects in Beirut/Mount Lebanon and ensure high technical quality consistent with ICLA Lebanon strategies and synergies with other core competencies. Support preparation of proposals (technical, financial and narrative aspects) related to ICLA projects in Beirut/Mount Lebanon. Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements. Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the ICLA Specialist and ICLA technical teams. Contribute to identification of trends in conditions/standards and donor priorities and assess better ways to assist refugees. Communicate, exchange information and co-operate with relevant external actors in the areas of responsibility determined by the ICLA Specialist. Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the ICLA sector. Ensure adherence to the ICLA tools and handbooks and other NRC policies. Represent ICLA and NRC (for Beirut/Mount Lebanon) in internal and external fora in the Beirut/Mount Lebanon, develop partnerships in the humanitarian community in Beirut/Mount Lebanon and coordinate with authorities at local level. Specific responsibilities Support consolidation of the ICLA projects in Beirut/Mount Lebanon, in coordination with ICLA Lebanon priorities and strategies. Understand context of refugee and host communities in Beirut/Mount Lebanon and work with ICLA team to ensure that ICLA project responds to the context and identified needs. Responsible for development and follow up of detailed project work plans, spending plan, M&E plan and recruitment plan for ICLA projects in Beirut/Mount Lebanon. Contribute to strengthening the framework of the ICLA team in Beirut/Mount Lebanon, including working with the ICLA team members to identify strengths and weaknesses within the team and adapt team accordingly. Train and coach relevant ICLA staff members on project cycle management aspects of ICLA project in Beirut/Mount Lebanon. Represent NRC and ICLA and, as relevant, co-chair/chair protection or related working groups on behalf of NRC and ICLA. 3.    Competencies Competencies are important in order for the employee and the organisation to deliver desired results. Generic professional competencies for this position: Minimum 2 years experience from working as a Project Coordinator/Manager in a humanitarian/ recovery context Experience from working in complex and volatile contexts Core competency expertise Documented results related to the position’s responsibilities Knowledge about own leadership skills/profile Fluency in English, both written and verbal Valid driver’s license Context/specific skills, knowledge and experience: Project management. Management of staff. Managing budgets. Working in the Middle East or similar context. Designing and implementing training on project management and operational issues, including training of trainers to staff from a range of backgrounds. Providing on-the-job coaching Behavioural competencies (max 6) These are personal qualities that influence how successful people are in their job.
