Overall objective Danish Refugee Council (DRC) is searching for a highly competent operations professional to fill out the position as Head of Logistics and Procurement in our local office in Lebanon BackgroundDRC is an international non-governmental organization (NGO) which provides protection and promotes durable solutions for refugees and displaced people worldwide suffering from the effects of war and humanitarian crisis. We operate in more than 30 countries servicing over 1.5 million people. In 2013, the organization has been rated no. 1 humanitarian NGO in the world by The Global Journal. The award was given based on DRC’s reputation for operating in some of the most challenging operational environments as well as on the significant increase in activity and institutional donor funding experienced in recent years. Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North, East (Bekaa valley) and South of Lebanon. The HoLP is working in close corporation and coordination with the senior managers in the SMT, with relevant Global Specialist Leads and with the MENA Unit in HQ. The HoLP is line managing the logistics and procurement staff in the Lebanon office. Roles and Responsibilities: Lead the Logistics and Procurement department in line with the DRC Operations Handbook; Support knowledge transfer by providing logistics and procurement technical support as required, including consultation, advice, mentoring, coaching and training of Logistics and Procurement team both in Beirut and in the field offices; Encourage clear lines of logistics and procurement responsibility, effective and timely decision-making, and pervasive accountability throughout the organisation. Promote mechanisms for maximising early engagement between the DRC Logistics and Procurement department and the programme planning functions (i.e. procurement planning, etc.) Drive DRC Lebanon to develop and apply logistics guidelines, procedures and operational modalities to support enhanced programme/project management and implementation timely, effectively and efficiently, balancing speed of process flow with appropriate controls, checks and balances, Provide a quality control function to ensure that appropriate standards in logistics and procurement are achieved, and quality of procurement performance is assured when procuring products or services Supervise warehouses, fleet management, procurement, assets management, inventory lists, as per DRC Operations handbook; Qualifications & Experience Minimum 8 years’ experience in the logistics industry, with at least 3 years as a senior manager Extensive technical expertise and experience in logistics operations, management and transformation development projects. Demonstrable experience in logistical supply chain management (preferably in an international environment), warehouse operations and management, transportation and fleet management, procurement (both logistics and general commodities) Demonstrable experience of recruitment, selection and training delivery Experience of IT and Finance management processes within logistics, as well as implementing effective HR policies Experience of major transformation projects within the logistics environment, including application system development and implementation, is an advantage Fluency in written and verbal English is essential Proficiency in the use of ‘office systems’ (Word, Excel, Power point); and experience of MS Project desirable Experienced in the use of logistics and procurement application systems Ideally, you will also be experienced in humanitarian logistics, have Arabic and French language skills, and willing to  work beyond statutory hours at short notice, and be contactable outside of office hours We encourage all qualified candidates to apply, irrespective of nationality, race, gender or age.  We offer  An interesting job in one of the best NGO’s in the world.
