Health Manager

Overall Purpose To manage, supervise, monitor and evaluate the assigned health and nutrition project(s) in close coordination with the Projects Coordinator To manage and report on the projects progress in line with proposal, logframe & budget defined objectives, timeframe and funds allocated with a focus on health and nutrition system strengthening, training and coordination; Encourage beneficiary participation; Coordinate sector response with other stakeholders; To anticipate, plan, and contribute to the development of new health and /or nutrition project proposals;  To ensure the availability of the necessary supplies for the health & nutrition project and ensuring appropriate usage; To provide technical support to health project staff for the implementation of high-quality care in all health and nutrition projects. Project Overview 1. Focus on the second phase (implementation) of the country health programme, on addressing health/nutrition needs in complex context 2. Capacity building in selected local partner health facilities and communities, especially the Ministry of Social Development (MoSA) through existing Social Development Centres (SDCs).  Major Duties and Responsibilities: Health Project Management Manage the implementation phase of the health/nutrition project   Manage the assigned health and nutrition project(s) in order to meet the project objectives within budget and within the allotted time frame    Provide strong leadership of the assigned health and nutrition project(s),  ensuring both short and long-term positive impacts/ outcomes for the beneficiaries, local health staff/authorities Contribute to development and implementation of an appropriate and effective health/nutrition strategy   Set clear objectives and indicators for health and nutrition activities in collaboration with PC and Regional Health and Nutrition Advisor, and with the local communities. Continuously monitor, supervise and evaluate health/nutrition activities and progress, and taking appropriate action as needed to ensure continued progress. Provide input into the integration of beneficiary participation and accountability in all aspects of the project. Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats. Contribute to the development of new proposals, linked to the assessed needs and gaps and the Medair country strategy Staff Management Line-manage Medair Health project staff and facilitate management of staff employed in SDCs via MoSA in close coordination with MoSA and the Projects Coordinator.   Facilitate regular meetings to assist information sharing and supervise local partner staff (especially MoSA) in order to develop ownership and full responsibility for health and nutrition activities. Assess the training needs of health/nutrition staff and ensure that appropriate training is conducted. Financial Management Manage the health/nutrition budget for the assigned project(s) with support of the PC.  Ensuring all expenses are according to budget and meet the Medair standards.     Communication and Coordination In close coordination with the projects coordinator, develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health/nutrition team, Medair advisor, local partner (MoSA) and other relevant stakeholders   Participate in health and nutrition coordination meetings, Medair internal trainings, and other working groups or meetings as required, representing Medair and feeding back to the Projects Coordinator and health/nutrition staff on relevant issues.   Logistics Support the logistics activities of health and nutrition staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health and nutrition facilities and activities. Liaise, as necessary, with the health and nutrition, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.   Quality Management Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed. Ensure health and nutrition projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.   Staff Health Responsible for all staff health related issues as Zahle staff health focal point.   Delegated Responsibilities Implementation of the assigned health/nutrition project(s) within budget and the agreed timeframe in close coordination with the Project Manager. Management of the health/nutrition budget for the assigned project(s) in agreement with the Project Manager. Authorisation of expenditure on applicable budget lines as agreed with Project Manager and/or Projects Coordinator. Line management of assigned health and nutrition staff, including recruitment, performance monitoring, etc. Management of the technical aspects of the assigned health/nutrition project(s), including staff knowledge and performance. Representation of Medair at meetings and through relationships with external partners  Person Specification: Minimum 1 year management experience in a health and nutrition context Clinical degree or diploma (nurse, midwife or doctor) or Public Health degree (preference for PH degree) Diplomatic and sensitive to cross cultural issues Project Management experience Aptitude for community mobilisation and capacity building Experience coaching, mentoring and/ or training staff Experience working in humanitarian emergency context Knowledge and experience of primary health care principles and management  Team player with good interpersonal skills Knowledge of humanitarian principles, Sphere and HAP Standards   Competent with statistical database such as EPI Info, SPSS, STATA, ENA or EPI Nut is preferred Able to prioritise clearly and delegate effectively Able to consult and lead by example
